Position Summary: The Director of Utilities is responsible for the successful performance of CHN’s utility assistance programs, including: strategic planning, program management, budget development and financial review, compliance, and management of staff and key external relationships. As one of CHN’s directors, the position is a pivotal part of CHN’s management team that helps to guide the successful growth and sustainability of CHN.

Essential Duties & Responsibilities:
Oversee the successful operations of CHN’s Utility Programs
- Oversee the successful and strategic direction of CHN’s utility assistance programming.
- Ensure compliance with State, County, city, and utility company guidelines.
Use data to measure impact and productivity of programs
- Obtain and analyze data to understand program productivity, efficiency and customer impact. Use data and reporting to inform and meet the requirements of CHN leadership and funders (e.g., monthly and quarterly funder reports, quarterly CHN reports, monthly reports to supervisor).
Develop and manage program and department budgets
- Develop and oversee annual budgets, goals and workplans for the department. Monitor monthly financial performance and ensure compliance with all budgets
- Work with Finance to ensure timely draws and oversee program cash flow.
Develop strong relationships with funders, partners and CHN Directors
- Manage the utility assistance related portion of CHN’s relationship with its funders to ensure a strong, long term relationship; coordinate relationship strategy with CHN’s Resource Development department and other departments who receive support from funder.
- Identify and pursue strategic expansion opportunities to maximize revenue and impact by cultivating strategic partners and/or expanding existing programming/developing new programming.
- Ensure completion of funding applications and timely grant reports to all relevant funders.
- Develop and maintain strong, collaborative relationships with CHN directors/departments to support them and their programs and CHN’s overall success.
- Work with CHN leadership and sister departments to implement CHN service integration (both internally and externally) to maximize customer impact.
- Build and maintain key partnerships with service providers and community organizations
Build a strong team
- Oversee hiring, supervision and professional development of department staff.
- Develop a strong management team that provides ongoing support and feedback to ensure high quality performance and engagement throughout the department. Provide supervision and coaching.
- Develop high levels of trust and ensure a positive team culture within the department.
- Provides leadership to team to ensure high levels of performance and quality customer service.
- Complete all administrative duties that CHN requires of its directors.

- Minimum 7 years of program management/supervisory experience
- Successful track record in operating large service programs, building effective teams and managing a large staff
- Fluency in working with multi-cultural, low-income populations
- Successful track record in administering public contracts, developing and overseeing budgets, and cultivating public funders and state contracts.
