SCOPE:
Under the broad direction of the HRA Commission, the executive Director shall direct, establish priorities, assign work and discipline employees; and administer funds, programs and policies of the HRA. Represent the Housing Authority in interactions with the public and other governmental agencies, and act as the contract officer of the agency.
This position requires a thorough knowledge of housing authority programs, policies, and operational procedures, a knowledge of other agencies and resources, and understanding of human behavior, the ability to relate to other workers as well as the public, a sense of dedicated responsibility, complete reliability, willing and able to take direction, maintain confidentiality, and perform in a trustworthy and honest manner.
At all times, this employee is to maintain the integrity of the Authority in all its operations and dealings with the public and other governmental agencies.
JOB RESPONSIBILITIES:
1. Institute and employ directives as issued by the Commission.
2. Oversee all programs and policies of the HRA, staff adherence to applicable state and federal program regulations and ensure the integrity of the staff and the HRA in all aspects of HRA administration.
3. Provide fiscal control and responsibility.
4. Assign and delegate work to ensure productivity as well as monitoring performance.
5. Prepare annual budgets and strive to meet budgetary requirements.
6. Establish and oversee maintenance programs for all properties.
7. Administer the purchase and sale of property.
8. Monitor all programs and records to see that they are run effectively and efficiently.
9. Interact with public and other governmental agencies on behalf of the Authority.
10. See that the HRA conforms with existing HUD rules and regulations.
11. Hold staff meetings to keep personnel informed on goals and objectives of the Authority and obtain their input and suggestions.
12. Maintain personnel records on all personnel in a confidential manner.
13. Attend all Commission meetings and provide information requested by the Commission and supply periodic reports, make recommendations and suggestions for Commission action.
MINIMUM QUALIFICATIONS:
· Customer service background
· Possess a valid driver’s license
· Possess the ability to make intelligent decisions in emergency situations
PREFERRED QUALIFICATIONS:
· 2 or 4 year post secondary degree
· Supervisory experience
NORMAL WORKING HOURS:
Position is exempt and hours are flexible
