Housing Specialist/ Receptionist

    SPECIFIC DUTIES AND RESPONSIBILITIES

    The Thomasville Housing Authority (THA) is seeking an experienced Housing Specialist / Receptionist to be responsible for administrative and technical work in support of the Public Housing Program, as well as some work with the Housing Choice Voucher (Section 8) Program and answers the telephone and provides requested information and/or forwards calls to appropriate staff person; takes messages as needed. Greets and assists office visitors.

    Processes applications for admission through their entirety for Public Housing and Housing Choice Voucher Program. Determines initial and on-going eligibility for Public housing and Housing Choice Voucher applicants/recipients. The employee may perform some or all of the specific duties: Conducts yearly and interim interviews of residents’ family income and household composition to determine continued eligibility and benefit level. Schedules re-exam appointment, collects documentation, makes revisions, calculates rent adjustments, and notifies residents and landlords orally and/or in writing. Offer units and issues vouchers. Writes up leases and contracts, obtains client and owner signatures, documents and compiles file, and submits for case screening. Answers resident and landlord inquiries and mediates problems between tenants and owners. Maintains client records on computer and in case files, provides clients with resources and referral information needed to work towards self-sufficiency. Creates work orders and close work orders. Other related duties as assigned.

    Skills/Experience

    · Assists the PM with administrative assignments.

    · Processes documentation accurately; makes copies of materials.

    · Maintains the filing system; searches files for information needed and/or requested; maintains master file of HUD notices and circulars and makes copies.

    · Conducts interim certification interviews for residents; assists with annual re-certification interviews; makes offers of housing to clients, as appropriate.

    · Answers telephone calls and handles resident questions and/or complaints.

    · Assists the PM with all clerical, filing and document processing.

    · Shows vacant rental property to prospective tenants.

    · Ensures proper income and asset verification for all residents; ensures accurate information is entered in software system for rent calculation.

    · Manages transfer transactions; maintains files; and types various correspondence to residents for leases.

    · Confers with other community, service, and social agencies; Send for income verifications

    · Prepares letters and correspondence as required.

    · Organizes and files departmental data.

    · Maintains time and attendance.

    · Performs the duties of the PM as needed, including (but not limited to): calling prospective tenants; showing and leasing apartments; inspecting units for move-in; vacating units; drafting court papers for non-payment of rent; filing court actions; discerning the consequences for tenant actions; and leasing terminations.

    · Performs other duties as assigned

    PERFORM ESSENTIAL JOB FUNCTIONS

    · Physical Requirements: Must be physically able to operate a variety of machines and equipment including a computer, telephone, calculator and basic office equipment. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of five to ten pounds.

    · Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

    · Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or direction from supervisor.

    · Language Ability: Requires ability to read a variety of policy and procedure manuals, computer manuals, etc. Requires the ability to enter data into the computer and prepare required correspondence, forms, records, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.

    · Intelligence: Requires the ability to apply common sense understanding to carry out instructions furnished in written, oral or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations. Requires the ability to learn and understand principles and techniques; to make routine independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

    · Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow verbal and written instructions. Must be able to communicate effectively and efficiently with persons of varying educational and cultural backgrounds.

    · Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time.
