    Position Summary: This position will work with accounting regulated duties as well as investigates
    prospective tenants to determine eligibility for public/low-rent housing. Candidates must be able to
    act as Executive Director of the Housing Authority, in the absence of the Executive Director.
    Candidates need to be extremely organized, have the ability to prioritize many projects and duties,
    and must be able to work with frequent interruptions.

    Essential Functions:

    • Facilitates constructive relationships between tenants and Housing Authority.
    • Must be able to work independently or with minimal supervision.
    • Receives initial or reactivated applications for Public Housing, Multi-Family Housing, and
    SectionRental Assistance Programs.
    • Investigates prospective tenants to determine eligibility for public/low-rent housing.
    • Advises applicant on eligibility requirements, methods of selecting tenants, and housing
    opportunities.
    • Verify applicant information by contacting employers, and public and private health and welfare
    agencies.
    • Computes rent in proportion to applicant’s income.
    • Receives and records security deposit and advance rent from applicants/tenants.
    • Conducts annual, interim, and special housing reviews with tenants.
    • Must be able to work with TenMast software on a daily basis.
    • Maintain accounting records, and prepares financial statements for Housing Authority Board
    meetings.
    • Gathers information for annual audits.
    • Assists Executive Director in completing the year-end financial reporting.
    • In absence of Executive Director, must be able to handle all tenant issues, all building issues,
    submit reports to PIC, HUD and Public Housing and complete board meeting agendas, reports
    and minutes of meetings.
    • Writes and administers grants for programs.
    • Must be able to work with Housing Authority Board members.
    • Verifies accuracy of invoices/business transactions.
    • Verifies and posts details of business transactions.
    • Processes bills and check payments.
    • Reconciles bank statements.
    • General office work including, but not limited to, bookkeeping, typing, auditing, keeping records,
    operate various office machines.

    • Answer telephone and greet general public.
    • Maintains rent ledger and security deposit ledger.
    • Submits monthly reports to WHEDA, HUD and Sectionprograms.
    • Creates and distributes bi-monthly newsletter to tenants and board members.
    • Orders office supplies.
    • Maintains tenant files.
    • Coordinates tenant activities.
    • Assists Executive Director in the investigation of and obtaining funding options for existing
    programs and the development of new programs.
    • Accompanies and assists Executive Director in annual building inspections and Housing Quality
    Assurance Inspections.


    Required Qualifications:

    • High school diploma or equivalent
    • Associate’s degree in accounting, business administration and/or an advanced administrative
    assistant program or have equivalent work-related experience preferred
    • Knowledge of WHEDA, HUD, Rural Development, and/or SectionRental Assistance programs
    preferred
    • Certified Occupancy Specialist (COS) designation preferred; or be willing to obtain withinyear
    of hire
    • Knowledge of computers and various Microsoft Office computer software programs required
    • Knowledge of TenMast software preferred
    • Possess a friendly and outgoing personality; must be respectful and courteous
    • Able to work with demanding clientele; must be able to work in an office environment with
    frequent interruptions
    • Detail oriented and have strong data entry, accuracy and accounting skills
    • Previous experience in real estate, housing authority, and/or office preferred
