    Salary; Exempt $75,000.00- $85,000.00

    The Tribal Housing Director will lead our housing department in the implementation of activities under the Native American Housing Assistance and Self-Determination Act (NAHASDA). The ideal candidate will have a strong understanding of tribal housing programs, excellent leadership skills, and a passion for serving our community.

    This position reports directly to the Executive Director of Tribal Resources and is responsible to the CIN Employee Policies & Procedures Manual.

    ESSENTIAL DUTIES:

    • Oversee the planning, development, and implementation of housing programs and activities in accordance with NAHASDA regulations and guidelines.
    • Develop long-term strategic plans for housing development and improvement, aligned with the goals and objectives of the tribe.
    • Manage the housing department budget, ensuring efficient use of funds and compliance with financial regulations.
    • Identify funding opportunities, prepare grant applications, and manage grant-funded projects to ensure compliance with grant requirements and deadlines.
    • Develop effective working relationships and collaborate with tribal leadership, community members, and stakeholders to assess housing needs, gather input, and ensure that housing programs meet the needs of the community.
    • Stay informed about federal, state, and tribal housing policies and regulations, and develop policies and procedures to ensure compliance and effectiveness of housing programs.
    • Prepare regular reports on housing activities, outcomes, and challenges for tribal leadership, funding agencies, and other stakeholders.
    • Build and maintain partnerships with federal agencies, nonprofit organizations, and other stakeholders to leverage resources and support tribal housing initiatives.
    • Ensure that housing programs and activities respect and incorporate tribal culture, traditions, and values.
    • Provide leadership and supervision to housing department staff, fostering a positive work environment and professional growth opportunities.
    • Coach team members, identify, create, and manage on-site training needs for staff to improve skills, ensure success and accountability.
    • Conduct regular meetings with direct reports.
    • Perform all duties associated with the administration, operation, and maintenance of the tribal housing department, including but not limited to, purchasing, contract negotiations, grant budget management, grant writing, expenditure monitoring and regular coordination with fiscal manager.
    • Prepare annual and quarterly progress reports, present to tribal council and other agencies.
    • Embodies the mission of the organization and inspires others to be mission-driven.
    • Demonstrate honesty, transparency and respect when interacting with the team.
    • Manage special projects as delegated by the Executive Director.
    • Develop detailed project plans that outlines objectives, timelines and resources and oversee implementation.
    • Maintain professional and technical knowledge by attending training, seminars, and meetings.
    • Perform other duties as assigned.

    • Use excellent verbal, written, and interpersonal communication skills in all facets of this position.
    • Able to pay strong attention to detail, organize and prioritize workload to meet the demands and overall goals of the CIN.
    • Must maintain effective working relationship with all employees and maintain a courteous and professional demeanor with the public.
    • Maintain strict confidentiality and act professionally when representing the tribe.
    • Must possess the ability to work on multiple projects at once and be able to articulate independence, urgency on day-to-day completion of these tasks.
    • Have experience with a growth organization and be responsive to an ever-changing environment while maintaining an optimistic and positive outlook on change.
    • Highly professional writing skills for grants, proposals, policies, MOU’s.
    • Practice and uphold the highest ethical standards of conduct adhering the CIN Employee Policies & Procedures Manual.
    • Able to work with and has respect and sensitivity for diverse populations; ability to maintain courteous, effective, professional, and respectful working relationship and demeanor with other employees, clients, and the public in all ways and at all times.
    • Project management experience.

    MINIMUM REOUIREMENT

    • Must be at least 18 years old with a high school diploma or a GED.
    • Bachelors degree in Business or related field or at least Five (5) years of performing complex administrative duties to include supervision. May consider a combination of education and experience to meet all requirements.
    • Must know how and have written Indian Housing Plans and Annual Performance Reviews.
    • Must maintain the highest level of confidentiality on all matters pertaining to the present and perspective tenants of the Catawba Indian Nation.
    • Must have a valid and unrestricted State Driver’s Licenses and appropriate endorsements for all vehicles required operating in the performance of duties.
    • Must possess a clean Driving Record (have to meet requirements to be on company driver’s insurance policy).
    • Must pass character investigation and consent form in accordance with Federal Law Mandates.
    • Must pass a background investigation as a condition of employment and be bondable through insurance company.
    • Must be able to pass drug screening as requirement for employment.
    • Strategic thinking and analytical skills.
    • Demonstrate leadership abilities, team building skills.
    • Ability to attend trainings, seminars, and classes (locally and out-of-state) as required.
    • Must possess and demonstrate the competencies as listed above.

    DESIRABLE QUALIFICATIONS, KNOWLEDGE, SKILLS AND ABILITIES:

    • Extensive knowledge of NAHASDA.
    • Ability to effectively lead and manage.
    • Ability to work as a team and collaborate with Tribal Entities, and with other departments, and with local, regional, and statewide organizations.
    • Knowledge of principles and practices of administrations; property management; fiscal statements and budgeting; personnel management; grant and contract administration.
    • Ability to effectively delegate.
    • Computer skills including Microsoft Word, Excel, and PowerPoint and the ability to utilize e-mail and Internet.
    • Understanding of organizational level management of government contract and grant operations, evaluations, and reporting.
    • Knowledge of Native American culture and communities, tribal government, and possess a basic understanding of Indian law and issues facing Tribes today.

    PHYSICAL REQUIREMENTS

    • While performing the duties of this job, the employee is regularly required to use hands for various market tasks, reach with hands and arms, bend, and stand for extended periods.
    • The employee is regularly required to walk, lift, and carry moderate loads (up to 50 pounds), kneel, or crouch.
