Job Information
Position starting pay $85,856.16/annually. The initial review of applications will begin starting the week of February 26, 2024. Applications received before the initial review date will be considered, with qualifying applicants being eligible to participate in the phone screen process.

GENERAL SUMMARY:
Under the general direction of the Director of Housing Services, plan, organize and supervise Housing Services staff; administer the technical functions of the programs; work with the Director in the development of policies and procedures for Housing programs; implement Department goals and strategic plan initiatives; assure compliance with federal, state, local and HUD/HACSB policies and procedures; plan, develop and supervise special programs; train, supervise and evaluate the performance of assigned staff; serve as primary liaison with landlords, other housing authorities, and other external stakeholders.
Day-to-day glimpse: The Housing Services Manager will oversee the Housing Choice Voucher program for the three Housing Services offices located in San Bernardino, Upland, and Victorville. The position is responsible for providing support to the HCV supervisors, handling escalations, resolving complex cases, recommending policies and procedures, reviewing the check run, conducting quality control and analysis, overseeing the department's program integrity effort and supervising the Program Integrity Specialist, overseeing public record requests, supporting the Director of Housing Services with special projects and initiatives. and other duties as assigned. The position is based out of the San Bernardino office but regular travel to the Upland and Victorville office is required.- Provide day-to-day supervision of staff; plan, prioritize, assign and review the work; work with employees to correct deficiencies; recognize and reward good performance; and prepare performance evaluations. Continually evaluate and work to ensure efficient use of staffing resources, make staffing recommendations. Provide oversight and make recommendations for training new and existing staff.
- Depending on area of assignment: administer the overall functions of the departments housing programs, including, administration of housing programs waitlists, initial eligibility determination, voucher issuance, leasing, recertification, and special programs administration. Duties to include; detailed and in depth analysis of housing programs success and voucher utilization, including applicant pools, success rates and other related information for standard federally subsidized programs as well as a variety of local and specialized programs.
- Ensure program compliance with applicable HUD regulations, applicable, state and local regulations, and HACSB’s Administrative policies and procedures.
- Provide technical expertise, information and assistance to the Director regarding Housing Services programs; recommend the formulation and development of policies and procedures relating to Housing Services. Oversee and monitor the review and revision of payment standards, allowances and general housing programs policies and procedures.
- Coordinate department’s fair housing planning and Violence Against Women Act training. Recommend goals to affirmatively further fair housing and monitor agency’s progress.
- Continually evaluate and work to reduce access barriers for individuals with disabilities in all housing services processes. Coordinate with supervisors to ensure that training and direction is given to staff in providing reasonable accommodation to remove barriers to access for individuals with disabilities.
- Draft policies, procedures, Memoranda of Understanding, plans, and memos for the Board of Commissioners.
- Monitor agreements, Memoranda of Understanding, and Project-Based Voucher Contracts. Ensure regular communication with contractors and partners, contract compliance, and recommend/prepare timely renewals.
- Develop, recommend, and coordinate the implementation of goals, objectives, policies, procedures, and work standards for areas of assignment.
- Communicate with HUD representatives, other agency administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts, and exchange information.
- Make presentations to and educate service providers, strategic partners and the general public regarding housing programs; serve as representative of HACSB at external meetings.
- Support and recommend priorities for overall program direction to ensure achievement of agency goals for voucher utilization, de-concentration of poverty, increased housing choice and participant self-sufficiency.
- Implement department goals, Moving to Work activities and Strategic Planning strategies for Housing Services Programs.
- Participates in the preparation and monitoring of program budgets by submitting budget recommendations, monitoring expenditures and reporting compliance deficiencies.
- Facilitate the participation of staff to develop, implement, and continuously improve service delivery to ensure attainment of the core strategies and mission of the agency.
- Provides courteous, respectful, honest, timely and professional information to all Housing Authority staff, program participants, visitors and partners for all Housing Services activities in accordance with Housing Authority Customer Service Policies.
- Plan, develop, supervise and monitor special projects assigned by the Director of Housing Services. Perform related duties as assigned.
Bachelor’s degree in public/business administration, behavioral science, or related field; 5 yrs experience involving public contact interpreting and applying government regulations and 2 years in a human service delivery program coordinating social service programs for low income families; At least 2 years previous supervisory experience. Equivalent combination of education, training and experience will be considered.
