Housing Program Coordinator

  • Provides administrative and programming support for federally funded affordable housing programs within the guidelines of supervisory instructions, county and departmental regulations, ordinances, and policies and procedures.  Reports to the Development Manager and works with other designated co-workers, contractors, developers, sub-recipients, and community agencies to achieve Housing and Community Development Department goals. 

     
    • Coordinates and assists the Development Sector with administrative duties regarding developing, implementing, and maintaining systems for Neighborhood Revitalization and Renewal Projects, Economic Development projects and Urban Development Projects.
    • Maintains accounting databases and spreadsheets: creates, updates, and maintains databases to assist with required reporting; collects, compiles, prepares and verifies documentation and data; enters documentation and data into various computer systems and programs; creaes and assist s in project presentations.
    • Prepares and submits financial analysis and related reports: maintains financial records and reports for assigned projects; assists in preparing quarterly and annual budgets; assists in reviewing reports and documents for completeness and compliance with program regulations; researches and compiles information from various sources; provides monthly updates to supervisor.
    • Assists with the program activities: tracks and maintains contracts and agreements; assists with the procurement of professionals such as architects and contractors; provides information regarding projects and programs to citizens, coworkers, managers, and other departments; maintains calendars and ensures compliance with project timelines; coordinates program and work activities with allied organizations and agencies; keeps supervisor apprised of activities, issues and concerns.
    • Performs related complex technical work: participates in preparing and submitting required reports, involving a variety of source materials requiring considerable knowledge of policies and procedures and working knowledge of program guidelines; follows up on projects; transmits information; maintains knowledge of department activities; organizes special events, workshops and related activities; and assists in a variety of department operations as assigned.
    • Monitors assigned projects: monitors budgets and tracks expenditures; reviews and gathers reports and documentation; conducts site visits; verifies project progress; ensures project compliance with contract details and program requirements.
    POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:
    • Maintaing knowledge of federal, state and local regulations relating to the Environmental aspects of specified projects             
    • Executing RFP's, RFQ's and Bids
    • Scheduling LWB meetings
    • Creating meeting Agendas
    Education:  Associate's Degree in Community Development, Public Administration, Business Administration, or other related field of study or High School Diploma/G.E.D. based on experience.  

    Experience: Three (3) years of experience with Associate's Degree or five (5) years of experience with High School Diploma/G.E.D. in construction processes and development. Experience in affordable and mixed-income housing preferred.

    Knowledge/Skills/Abilities:
    • Proficiency in reading and comprehending complex local, state, and federal regulations and interacting with local, state, and federal officials.
    • Considerable knowledge of Block grants and various federally funded grant programs.
    • Excellent interpersonal communication skills.
    • Demonstrated ability to work independently.
    • Proficiency in using a data base system.
    • Ability to work with diverse community and organizational groups
    Licensing:  
    • Possession of a valid driver's license with good driving history.  If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment. 

     This position requires staff call up in an emergency situation and some travel from office to other locations.

    • Verbal:  Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
    • Math:  Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
    • Functional Reasoning:  Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
    • Situational Reasoning:  Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
    • Physical Abilities:  Tasks require the ability to exert light physical effort in sedentary to light work, Tasks may involve extended periods of time at a keyboard or work station.
    • Sensory Requirements:  Some tasks require the ability to perceive and discriminate colors or shades of colors, and visual cues or signals. 
    • Environmental Factors:  Essential functions are regularly performed without exposure to adverse environmental conditions.  Some tasks may involve occassional exposure to noise or high traffic areas.
