  • Public Housing Administrator Job Description:
    Responsible for implementing the Authority’s Public Housing leasing and occupancy policies and procedures in accordance with HUD, federal, local, and other applicable laws, rules, policies and procedures. Performs a variety of tasks related to the admission and occupancy of Public low-income units. The duties listed below illustrate the various types of work that may be performed.
    The omission of specific statements regarding duties does not exclude them from the position if the work is similar, related, or a logical assignment in association with this position.

    Essential Duties and Responsibilities
    Answers inquiries concerning policies and practices associated with the application and/or re-examination processes in a courteous and professional manner.

    Coordinates background information checks of tenants to be re-certified. Performs final eligibility verifications.

    Reviews lease documents for accuracy and completeness and executes leases.

    Collects and reviews interim transfer and re-certification information, evaluates, verifies, and calculates information and rent for re-certification and move-in. Explains rent calculation to tenants and assists with completion of re-certification materials as necessary. Prepares and sends appropriate notices of rent adjustments in accordance with HUD regulations. Schedules and conducts re-examination interviews with tenants.

    Ensures proper verification methods/processing for each re-examination in accordance with HUD and Authority policies and procedures. Examines and resolves income discrepancies as necessary.
    Reviews and discusses non-compliant tenant issues with Senior Staff to ensure clients are
    provided with reasonable opportunity to meet requirements to remain in compliance.
    Enters move-out data into system.

    Processes and maintains files and correspondence associated with the leasing/occupancy
    processes.
    Accurately updates the system with system notes and ensures compliance with program
    requirements and regulations. Reviews resident/applicant files/folders and verification forms for accuracy and completeness as well as accurately inputs data into computer in a timely manner.

    Compiles statistical data and prepares reports related to Public Housing completed re-certification, applicant folders, occupancy, and residents as required.

    Documents and investigates resident complaints and schedules appointments to discuss and initiate solutions or refers to the Senior staff as appropriate to the situation.

    Maintains the waiting list for the Public Housing Program.

    Collects tenant rent and deposits the money orders into the PH bank account daily in accordance with the agencies’ cash management procedures.

    Ensures that the agencies’ tenant accounts receivable balance is kept to a minimum, sends out notices for nonpayment of rent and other charges, and sends ALL required paperwork for eviction when/where necessary.

    Maintains records of agency utility costs as required for the Public Housing operating fund.

    Sends required monthly closeout work to fee accountant.

    Maintains communication with maintenance staff on progress of vacant units to minimize turnaround time and maximize occupancy rates.

    Ensures privacy and maintains security of confidential materials.

    Undertakes and performs other work-related duties as assigned including work in other functional areas to cover absences or provide relief, to equalize peak work periods, or otherwise balance the workload.
    KNOWLEDGE, SKILLS, AND ABILITIES:

    · Knowledge of case management techniques to include maintaining separate, detailed records for each program recipient as needed to provide individualized consultation and assistance to program recipients.

    · Knowledge of community resources available to low-income families, elderly individuals, and persons having disabilities as needed to refer program participants to services performed by other community-based organizations.

    · Knowledge of Housing and Urban Development Public Housing regulations and procedures to include program eligibility requirements and assistance calculations as needed to provide housing assistance.

    · Knowledge of Housing and Urban Development REAC UPCS Standards to include differentiating between standard and substandard housing units as needed.

    · Knowledge of the principles and procedures of financial records keeping and reporting as needed to maintain and balance program recipient assistance amounts.

    · Skill in interviewing and counseling to include how to establish a rapport with clients, maintaining control of the situation, asking probing questions, analyzing the information provided and motivating clients as needed to investigate and verify information given by program recipients.

    · Skill in oral communication to include the use of proficient English grammar, clarity, explaining complex concepts on the level of the listener, listening as needed to explain housing assistance procedures or request needed information.

    · Skill in writing to include the use of proficient English grammar, spelling, punctuation and sentence structure and logical ordering of ideas as needed to compose documents and reports and to effectively communicate with others.

    · Ability to adjust actions and strategies depending on the situations as needed to re-think and/or revise a course of action, apply new solutions to problems, adjust style to fit the situation, and adapt to changes in policies and procedures.

    · Ability to interact effectively with a variety of individuals and groups from varying educational, ethnic, and socio-economic backgrounds to include being sensitive to the feelings, needs and points of view of others and recognizing opportunities to improve customer relations as needed to provide and gather information, gain the cooperation of others, and accomplish work objectives.

    · Ability to interpret and explain affordable housing assistance program laws, rules, and regulations as needed to provide information to program applicants, participants, and landlords.

    · Ability to maintain confidentiality of information of a sensitive or confidential nature to include income status and police record as needed to ensure that the duties and obligation are met regarding program participation.

    · Ability to maintain program records and files as needed to ensure participant information is filed in a clear, concise, and accurate manner.

    · Ability to multitask.

    · Ability to work as part of a team.

    • Physical requirements include occasional lifting/carrying of 5-30 pounds.

    • Working conditions primarily inside a fast-paced office environment.

    EDUCATION / FORMAL TRAINING / EXPERIENCE

    ·Higher education degree in General Studies to include the direction of Business Administration, Public Administration, Social Science, or a closely related field preferred.

    · Two years of experience implementing HUD Public Housing program or similar housing assistance or community development programs or an equivalent combination of experience or education.

    Typical Qualifications

    • Successful completion of a criminal history background check, education, and work history verification
    • Valid Florida Driver’s license

    An equivalent combination of education and experience may be considered.
