Housing Program Manager oversees operations of a housing program. Sets budget and policies, hires and trains staff, and oversees occupancy eligibility/operations. Being a Housing Program Manager develops and provides reports or documentation needed to secure/maintain funding or grants. May lead the work of others. Additionally, Housing Program Manager may require a bachelor's degree. Typically reports to a manager. The Housing Program Manager contributes to moderately complex aspects of a project. This position requires general supervision, assists in daily public housing operations by performing a variety of administrative tasks including the determination of client eligibility, makes home or field visits when necessary, collects, reviews and assesses information and documentation, conducts tenant terminations when necessary; performs administrative tasks involved in the review and maintenance of a caseload of housing clients; and performs other related duties.
Possession of a High School diploma, G.E.D. or equivalent, AND two (2) years administrative support and customer service experience, preferably in public housing or other social services agency; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
· Must possess a valid Indiana Driver’s License.
· Possession of certification for eligibility and rent calculation within one (1) year of appointment.
Required Knowledge of:
· ECHA organization, operations, policies and procedures.
· Federal HUD regulations, guidelines and procedures, and public housing program requirements.
· Social and economic problems related to housing needs for low income residents.
· Operation of personal computer and various software applications.
· Available community resources and services.
· Modern office practices and procedures.
· Departmental records, reports, and documentation.
· Customer service protocol.
