Economic Opportunity Program Coordinator
JOB DESCRIPTION:
This position is offered through CRHA’s Resident Services Program. The Economic Opportunity Program (EOP) Coordinator assures that EOP program participants are linked to various supportive services needed to achieve self-sufficiency. The employee works directly with local agencies, businesses and EOP program participants. The EOP Coordinator works with CRHA program participants helping each to set, pursue, and accomplish self-sufficiency goals, including obtaining and/or advancing in employment, education pursuits, job training, and other goals that will allow CRHA communities to improve their economic well-being through Job Training Opportunities, Employment Opportunities and Contracting Opportunities.
The EOP Coordinator supports the CRHA Section 3 program goals. Section 3 is a provision of the Housing and Urban Development (HUD) Act of 1968 that helps foster local economic development, neighborhood economic improvement, and individual self-sufficiency. The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent feasible, provide job training, employment, and contracting opportunities for low or very-low income residents in connection with projects and activities in their neighborhoods. Section 3 also provides opportunities for qualified, low-income business owners to receive preference in bidding on HUD-funded contracts.
EXAMPLES OF DUTIES:
- Persistently and thoroughly markets and promotes the EOP program to CRHA program participants who may be residents of public housing, CRHA’s Housing Choice Voucher Programs and tenants of properties in CRHA’s portfolio; plans and implements outreach; orientation sessions; conducts interviews with participants to determine the nature and extent of their needs; develops a service plan and guides them in developing appropriate and achievable self-sufficiency goals.
- Works with local service providers and employers on preferential spots in training and job placement opportunities for program participants;
- Monitors progress toward logic model outcomes and ensures that outcomes are met or exceeded prior to the end of the grant period.
- Counsels with clients and prepares a Service Plan for the head of household and any participating family member; acts as caseworker for participants as needed.
- Coordinates supportive services for program participants in areas such as educational /vocational opportunities, employment services, personal, health, childcare, transportation, and economic development needs in order to lessen barriers to self-sufficiency.
- EOP Coordinators will perform job development functions for the EOP program. Initiate relations with various employers, employment agencies, and apprenticeship programs in an effort to provide clients with job opportunities.
- EOP Coordinator will routinely call individuals who have previously expressed interest in the Resident Services data base, flyer and door knock as needed to ensure outreach for EOP occurs in all of CRHA’s communities.
- The EOP Coordinator will work closely with other CRHA staff and grant programs.
- Ensures that the services included in the participants' service plan are provided on a regular, ongoing and satisfactory basis; that participants are fulfilling their responsibilities under their service plans.
- Monitors the progress of participants and evaluates the overall success of the program. Maintains professionally written, appropriately documented, and well-organized client files. The EOP Coordinator must report enrollment activities, progress, and exit activities through required monthly and annual reports;
- Works with CRHA’s Self Sufficiency Program Coordinating Committee (PCC) and with local service providers to ensure that EOP program participants are linked to the supportive services they need to achieve self-sufficiency.

- Contributes to the successful publication of CRHA Resident Services newsletters.
- The EOP Coordinator is responsible for file maintenance and the collection and record of demographic data and
- The EOP Coordinator is also required to submit an annual Performance Report consisting of the updated Logic Model and answers to the Logic Model Program Management and Evaluations Questions. The report must be submitted to the Deputy Executive Director in a timely manner. The EOP Coordinator must prepare scheduled monthly activity reports to the Board of Commissioners. The EOP Coordinator must comply with reporting requirements and compliance; and perform other related services, as required.
MINIMUM QUALIFICATIONS:
- Bachelor's Degree in Economics, Business, Human Services, or related field or equivalent experience.
- Any combination of experience and/or training which would afford the applicant with the knowledge, skills, and abilities that meet the requisites for this position (specifically human services, communication, business, education or similar field).
- Valid Driver's License
- Must have and maintain a driving record acceptable to CRHA and its insurance carrier(s).
Preferred Qualifications:
- Certification in career guidance/placement and/or employment services.
- Experience in public, private, or non-profit agencies in a position directly delivering services to diverse ethnic and socio-economic populations.

Pay: $50,000.00 - $65,000.00 per year
