    GENERAL DESCRIPTION

    The Housing and Economic Stability Program Manager (HES-PM) will oversee all housing programs and services intended to promote economic stability for individuals and families we serve. The HES-PM works to provide housing stabilization, emergency and rental assistance, and rehousing services. Services may include one-on-one intensive case management and supportive services such as outreach, transportation assistance, utility assistance, and childcare. The HES-PM utilizes various assessments to determine and verify client needs, provide available financial and in-kind assistance, and arrange for or provide referrals to appropriate outside services including housing resources. The position also serves as a point-of-contact with landlords and collaborates with landlords to provide incentives and foster payment agreements with clients. The position of HES-PM plays an integral role on the Community Services Team through supervision and leadership of program staff.

     

    The HES-PM will receive direction from the Community Services Director. This position requires swift and balanced decision-making ability and the ability to collaborate and communicate clearly with clients, program staff, CAPSC leadership, community, and other stakeholders. The ability to evaluate and problem solve situations unique to each client’s circumstances is required. 

     

    EDUCATION and/or EXPERIENCE

    Bachelor’s degree with a major in Social Work, Sociology, Psychology, or Guidance and Counseling preferred. An individual with an associate degree and a minimum of four years of experience working with Housing or similar programming may apply.

    DUTIES AND RESPONSIBILITIES

    • Responsible for housing programs and services 
    • Ensures compliance with federal, state, and local program standards and guidelines.
    • Monitors program budgets and keeps expenditures within budgetary constraints.
    • Provides direct service that includes accurate and reliable information, making referrals as appropriate, and following up as required.
    • Accurately collects, organizes, and maintains program data for use in preparation of reports as required.
    • Develops and maintains a multi-county computerized database of information about community services and programs for housing assistance.
    • Performs internal financial duties to ensure program compliance including the use of matching funds.
    • Travels to and participates in various meetings focused on information relevant to CAPSCs programs and functions as directed by the Community Services Director
    • Participates in the identification of clients who are unsheltered and experiencing homelessness through direct service outreach activities and through  reports/referrals from shelters, police, churches, town welfare officers, human service providers and others.
    • Oversees program deliverables for all related grants and contracts including monitoring progress and generating reports.
    • Actively participates in teambuilding that includes sharing ideas, group planning and problem-solving, and mutual support of team members.
    • Establish working relationships with landlords to maximize and keep abreast of available housing inventory Work closely with CAPSC staff who provide Homeless Outreach and Domestic Violence services to identify individuals and families experiencing homelessness and who may be eligible to obtain         shelter and/or housing.
    • Take appropriate action to deal with emergency situations of homelessness.
    • Supervise eligibility determinations, case management services, client needs’ assessments, housing stability plans where applicable for specified services.
    • Listen and respond as appropriate to grievances or complaints.
    • Other activities as needed to ensure the success and expansion of programs.

    SUPERVISORY RESPONSIBILITIES

    • The HES-PM supervises Housing and Economic Stability employees.
    • Responsible for interviewing, hiring, and evaluating Housing and Economic Stability staff.
    • Manages staff coverage of all Housing and Economic Stability programs and for the CAPSC Outreach Center
    • Conducts individual and group staff meetings monthly and more frequently as needed.
    • Mentors and educates.
    • staff regularly to meet and exceed program goals.

    • Speaks to community groups to explain and interpret agency purposes, programs, and policies.
    • Monitors and evaluates program compliance and procedures in accordance with relevant funding streams and CAPSC policies in coordination with Community Services Director and Chief Program Officer
    • Acts as a resource to agency staff and other community programs regarding the interpretation of program-related federal, state, and county regulations and policies related to community services programming.
    • Plans, assigns, coordinates, organizes, and prioritizes work.
    • Models direct, positive, honest, and respectful behavior in every aspect of work with children, families, staff, and community members
    • Energetically engages people, issues, and work.

    EMPLOYMENT SCREENING

    Valid Driver's License and insured vehicle (100/300 minimum coverage) for use on the job or acceptable alternative, driving record check, criminal record check, randomized drug screening.

    Head Start, Early Head Start, Childcare, and Home Visiting Programs are also subject to the following: Head Start and childcare licensing requires a criminal record check and finger printing to be completed prior to employment. An initial physical examination record, including a TB screening must be obtained within 60 days of hire, updated every three years, and kept on file with Human Resources. If a TB screening indicates elevated risk, results of a TB test must be kept on file including any treatment received. An initial driving record check will be conducted. License information will also be submitted to the agency’s automobile insurance carrier.
