The Housing and Economic Stability Program Manager (HES-PM) will oversee all housing programs and services intended to promote economic stability for individuals and families we serve. The HES-PM works to provide housing stabilization, emergency and rental assistance, and rehousing services. Services may include one-on-one intensive case management and supportive services such as outreach, transportation assistance, utility assistance, and childcare. The HES-PM utilizes various assessments to determine and verify client needs, provide available financial and in-kind assistance, and arrange for or provide referrals to appropriate outside services including housing resources. The position also serves as a point-of-contact with landlords and collaborates with landlords to provide incentives and foster payment agreements with clients. The position of HES-PM plays an integral role on the Community Services Team through supervision and leadership of program staff.
The HES-PM will receive direction from the Community Services Director. This position requires swift and balanced decision-making ability and the ability to collaborate and communicate clearly with clients, program staff, CAPSC leadership, community, and other stakeholders. The ability to evaluate and problem solve situations unique to each client’s circumstances is required.
EDUCATION and/or EXPERIENCE
Bachelor’s degree with a major in Social Work, Sociology, Psychology, or Guidance and Counseling preferred. An individual with an associate degree and a minimum of four years of experience working with Housing or similar programming may apply.
GENERAL EXPECTATIONS
Valid Driver's License and insured vehicle (100/300 minimum coverage) for use on the job or acceptable alternative, driving record check, criminal record check, randomized drug screening.
Head Start, Early Head Start, Childcare, and Home Visiting Programs are also subject to the following: Head Start and childcare licensing requires a criminal record check and finger printing to be completed prior to employment. An initial physical examination record, including a TB screening must be obtained within 60 days of hire, updated every three years, and kept on file with Human Resources. If a TB screening indicates elevated risk, results of a TB test must be kept on file including any treatment received. An initial driving record check will be conducted. License information will also be submitted to the agency’s automobile insurance carrier.
