ASSISTANT PROPERTY MANAGER
Description: Non-supervisory, staff position in a Property Management Office.
Reporting Structure: Reports to Property Manager
Classification: Hourly
Working hours: Monday – Friday, 8:00am – 4:30pm.
Essential Functions:
● Monitors unit vacancy to ensure maximum occupancy. Maintains daily attention to move-out schedules, vacancy dates, leasing. Updates vacancy report. Coordinates activity between Application Department, Maintenance Department and Property Management to ensure occupancy goals are achieved.
● Monitors work order status to ensure that requests for maintenance are being met timely, satisfactorily and in accordance with agency standards, and elevates concerns to Property Manager. Addresses disputes related to maintenance charges to ensure compliance with agency procedure.
● Addresses results of annual and other inspections. Ensures resident understanding, resolves resident dispute of charges or conditions, and ensures timely resolution to issues in accordance with agency procedure. Promptly addresses all health and safety issues.
● Performs new resident and transfer leasings. Reviews lease agreement and Resident Handbook to ensure resident understanding. Conducts move-in tour, resident orientation to unit and move-in inspection.
● Performs resident move-out and transfer inspections. Ensures understanding of assessment by Housing Inspector and communicates results to resident family. Addresses disputes related to conditions or charges.
● Conducts exterior unit inspections in accordance with Exterior Maintenance Policy of Resident Handbook.
● Performs visual inspection of physical property to ensure agency is meeting obligations of lease agreement and property meets all applicable rules and standards. Participates in RHA Safety Committee. Manages resident-related incident reporting.
● Assists Property Manager with resident-related conflict resolution. Interviews residents to gather information for Manager’s disposition and communicates outcome to residents.
● Receives and prepares information related to resident lease compliance and presents information to Manager. May assist Manager in gathering or disseminating information or outcome.
● Makes referrals to the Residents Services Department. Attends Resident Council meeting in Manager’s absence. Participates in and promotes Resident Services initiatives at Manager’s direction.
● Creates, organize, and/or maintains electronic and physical files. Performs documents shredding and/or purging at manager’s direction.
● Coordinates RHA painting program.
● Completes resident rent rebate documents.
● Coordinates routine extermination schedules.
● Provides backup to front counter, answering telephone, retrieving and returning messages, processing work orders and performing other daily duties at the direction of the Property Manager.
● May serve as Hearing Officer.
● Serves on required and/or voluntary work groups and committees.
● Performs other duties as assigned.
Qualifications:
● High school diploma or equivalent required.
● Clerical experience and one year of related experience preferred.
● Ability to plan, organize and manage routine duties with independence.
● Ability to interpret and administer rules, regulations, and procedures relating to property management.
● Ability to establish and maintain effective working relationships with superiors, coworkers, external agencies, and the general public.
● Excellent communication skills including active listening. Service-oriented and ability to resolve conflict.
● Ability to express ideas clearly and concisely, orally and in writing.
● Understanding of basic office practices, procedures, and equipment.
● Ability to type at 55 WPM.
● Ability to operate a calculator.
● Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Publisher) or related software. Proficient computer skills with the ability to learn new software.
