Summary
Housing Managers are responsible for assisting in managerial and administrative work involving the management and operation of Authority properties.
Duties and Responsibilities
Complies with all federal rules and regulations, as well as Board approved Authority specific policy and procedure.
Represents the Authority in a positive, professional manner at all times, upholding the Authority’s values and mission.
Aids in enforcing occupancy policies and procedures; conducts new resident orientation; shows units, explains lease, and briefs residents on all Authority policies and procedures governing their possession and continued occupancy of the unit.
Accurately calculates resident’s family income; determines the correct amount of rent, eligibility, deductions, continued occupancy, and unit bedroom size in accordance with occupancy policy.
Conducts annual, special, and vacant unit inspections to assess the condition of the property to see if repairs are needed and costs associated with said repairs.
Reviews account receivable report; and document collection activities for all delinquent accounts
Actively coordinates HUD required recertification's throughout the month; mail/hand/electronically deliver notification letters for annual and interim recertification's in a timely manner.
Mail/hand deliver delinquent notices, eviction letters, rent change notices, and other correspondence to residents when necessary.
Assists with the completion of documentation for resident files and/or property management; works diligently to ensure that all new move-in/ongoing tenant files are complete and orderly.
Accomplish tasks in a timely manner, while maintaining the highest quality possible
Participates in the counseling of residents who are not complying with policy and/or procedure or who have economic, social, legal, health, or other problems and referring them to social service staff or agencies when indicated and document in resident’s file.
Thoroughly monitors and investigates program fraud and abuse complaints in a discreet and tactful manner, ensuring confidentiality of information.
May assist with the timely processing of payables to the Authority. May prepare and balance individual data sheets for reconciliation.
Accountable for consistent adherence to strong Authority standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of tenant and Authority information, resources, and other assets.
Undertakes and performs other work-related duties as assigned including work in other functional areas to cover absences or provide relief, to equalize peak work periods, or otherwise balance the workload.
Qualifications and Knowledge
High School diploma or equivalent (GED) with Associate’s degree in Business or related field or three (3) years of relevant progressively responsible experience.
Occupancy Specialist Certification and/or Rent Calculation Certification should be obtained within two (2) years of employment or other allowable period of hire as authorized by the Executive Director. Certifications are paid for by the Authority.
Strong research and analytical skills.
Ability to conduct auditing functions and review of operational and internal controls regarding compliance issues.
Ability to understand and follow moderately complex written and oral instructions.
Ability to use basic office equipment such as a multi-line telephone, fax, copier, and Microsoft Office.
Ability to communicate clearly, concisely, verbally and in writing. Ability to communicate on the level of the listener, recognizing when information has been misunderstood, and the ability to rectify any misunderstanding as needed when explaining policies and procedures.
Ability to establish and maintain an effective working relationship with tenants, and other employees.
Ability to deal effectively with situations requiring patience, tact, and diplomacy.
Physical Demands
Work is principally sedentary, but may involve some physical exertion, such as performing monthly inspections of resident homes, kneeling, crouching, or lifting to obtain files, records, and office supplies, and eyestrain from working with computers and other office equipment. Must be able to sit or stand for up to eight hours at a time while performing work duties.
