    Job Summary
    The Department of Human Resources is a strategic business partner to all agency programs. Its purpose is to support employees in achieving DCCCA's overall mission of improving lives. The Generalist must first understand the agency's mission and goals and then engage in initiatives and activities in a manner in which those goals are supported. To that end, the Human Resources Generalist serves a vital role in this department. Specifically, the Generalist will focus on several aspects of Human Resources, including, but not limited to recruiting; employee experience activities; employee relations; training and development; and various daily HR operations, compliance, and administrative functions.     Essential Functions
    In conjunction with the HR Manager and Director of HR:
    • Assists with recruitment and selection:
      • Meets with Hiring Manager to understand hiring needs.
      • Builds strong relationships with hiring managers to understand hiring needs, position specifications, and parameters of search.
    • Posts and advertises for open positions and refreshes current job openings and advertising.
      • Writes effective job advertisements, using various tools including but not limited to the Predictive Index.
    • Identifies candidates using a variety of sources.
      • Identifies, develops, and maintains cost effective sourcing tools and strategies for current and future workforce needs.
      • Works within an established budget, tracking expenditures and forecasting needs.
      • Builds and maintains a diverse slate of candidates, using social media, networking, educational institutions, community resources, professional associations, and external staffing agencies.
    • Conducts initial phone screens, as needed.
    • Schedules interviews, as needed, conducts interview debriefs with hiring teams.
    • Assists with preparing offer letters and extends job offers, as needed.
    • Conducts background screening, drug screening, and reference check processes and follow up.
      • Coordinates drug screening and background screening with external vendors and HR Administrator.
    • Attends career fairs, job fairs, and other outside community and recruiting opportunities.
    • Recommends and develops training tools, as needed, to enhance Hiring Managers' effectiveness in selection.
    • Understands and applies employment laws related to recruiting and hiring.
    In conjunction with the Director of Human Resources and HR team:
    • Oversees new hire orientation and related programs.
    • Conducts new hire check-ins (i.e., stay interviews).
    • Conducts exit interviews and analyzes data and makes recommendations to Director of Human Resources based on data.
    • Assists with employee relations, including but not limited to, performance coaching, discipline, investigations, and terminations.
    Human Resources operations, compliance, and administrative tasks:
    • In conjunction with the HR Manager, oversees writing, maintaining, and publishing job descriptions.
    • Works in conjunction with the HR Administrator to identify salary grades and exemption status of the position.
    • Responds to emails and phone calls coming into the HR Department inbox, including verifications of employment.
    • Reads, interprets, explains, and applies human resource policies, procedures, laws, standards, and regulations.
    • Oversees the Learning Management System, including maintaining training documentation and running compliance reports.
    • Responds to unemployment benefit claims.
    • Assists with workers compensation incident reporting and follow up.
    • Maintains a general understanding of all employee benefits.
      • Answers questions from employees and applicants or refers to appropriate HR representative if additional assistance is needed.
    • Maintains records in the HRIS, including employee files, certifications, and licenses.
    • Assists with supporting a drug-free work place, including assisting with facilitation of random, quarterly drug screening.
    • Effectively utilizes the HRIS software.
    • Assists as a backup to miscellaneous functions related to orientation; HRIS workflows; spreadsheets; and state, federal, and accreditation reporting.
    • Engages in agency strategic change teams and participates in training opportunities, as determined in conjunction with Director of HR.
    • Takes initiative for added responsibilities and projects that will benefit the department and agency.
    • Develops and maintains positive and effective interpersonal relationships between other members of the HR team, managers, and employees, at all levels of the agency.
    Education, Experience and Licensure
    • 4 years' experience in Human Resources with emphasis on recruitment, employee relations, and/or generalist activities, required. An equivalent of successful management experience that includes employee relations work, staffing agency experience, and/or related experience working with people may be considered.
    • Bachelor's degree in Human Resources, business, or equivalent of education and related experience, strongly preferred.
    • Must possess a valid Kansas Driver's License, in force automobile liability insurance, and maintain a Motor Vehicle Record (MVR) that meets organization's insurability standard as defined by DCCCA policy. Availability of reliable transportation is required for this position.

    • General understanding of Human Resources principals, practices, standards, legal regulations, and employment law, and keep up to date with changes.

    • Effective listening, oral, and written communication skills, including face-to-face, on-site, in person discussions. Exercises appropriate use of positive language.
    • Ability to interact with unpleasant or angry individuals.
    • Ability to work independently and within a team successfully, including the ability to compromise.
    • Proficiency with computers and Microsoft suite of products including Microsoft Word, Outlook, Excel, and PowerPoint.
    • Ability to efficiently operate other office equipment and communication tools such as telephones, voicemail systems, copy and fax machines, scanners, electronic mail, and virtual platforms (such as Zoom and Teams).

    • This position requires travel, which may include driving personal or company-owned vehicles.
