POSITION TITLE: Manager - Human Resources

POSITION SUMMARY
In partnership with the Chief Human Resources Officer, the Manager of Human Resources assists with the overall administration of the Human Resources Department, including but not limited to recruitment; performance and talent management; employee recognition and morale; training and development; and supporting the overall goals of the Human Resources Department. The Manager of HR is instrumental in the areas of department development, Human Resource Information Systems (HRIS), employee relations, training and development, benefits, compensation and compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Maintain compliance with applicable federal, state and local laws by monitoring existing and new legislation, advising management and implementing needed changes
- Assist with the development, administration and updating of HR and safety policies; prepare, update and recommend policies and procedures to management
- Oversee recruitment function; monitor, foster and spearhead the hiring of diverse employees; conduct onboarding and off-boarding activities
- Assist, guide and train staff on matters regarding employee relations (e.g., interviewing, hiring, promotions, terminations, safety, corrective action/discipline, etc.); assist with the preparation of corrective action documents; participate in investigations and disciplinary conferences and prepare reports as a result
- Maintain employee benefits programs by studying and assessing benefit needs and trends; recommend benefit programs to management; assist with obtaining and evaluating benefit contract bids; assist with designing and conducting educational programs on agency benefits; and oversee benefit plan participation
- Process semi-monthly payroll and prepare ad hoc reports as requested
- Assist with conducting stay and exit interviews
- Assist Chief Human Resources Officer in researching, developing, recommending, and executing creative strategies to foster diversity initiatives
- Assume the role of the Compliance Officer ensuring compliance with CRCC’s Code of Conduct and reporting violations
- Coordinate training and development projects
- Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies
- Support agency with maintaining accreditation, certification, and compliance to programmatic standards
EDUCATION, EXPERIENCE, LICENSES, CERTIFICATIONS
- Bachelor’s degree in Human Resources, Business Management, or related field; Master’s degree preferred
- 5 years of broad HR experience, including payroll, reporting, benefits and annual audit process required
- Human Resources Related Certifications preferred - PHR, SPHR, SHRM-CP, SHRM-SCP
- Valid driver’s license and reliable transportation
- May consider an equivalent combination of education, experience, and/or training to meet the essential functions of the position
SCHEDULE/LOCATION
- In order to meet the needs of CRCC, this position requires work to be performed at any of CRCC locations and at locations within the community
- Work is performed onsite at a CRCC location as required, and may be performed remotely (i.e. at home) the balance of the time with supervisor approval
- Typical schedule is Monday through Friday, 9:00 am to 5:00 pm. In addition, the incumbent may be required to work outside of normal working hours/days
