Human Resources Manager develops human resources policies and programs and directs the staff in managing and implementing programs that support employee engagement, productivity, and company objectives. Manages key HR functions, including recruiting, employee/labor relations, health and safety, compensation, benefits, training, diversity, payroll, and employee records. Being a Human Resources Manager develops and delivers internal staff communications. Evaluates, selects, and manages relationships with vendors to provide supplemental HR processes and services. Additionally, Human Resources Manager maintains employee records of pay, benefits, accidents, performance, and other activities and files reporting required to comply with labor laws and regulations. Collaborates with leadership on special projects. Requires a bachelor's degree. Typically reports to a director. The Human Resources Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Human Resources Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Provides overall strategic Human Resources leadership to the organization and bear the responsibility for the operations of the Human Resources function. The individual will oversee the development, implementation and maintenance of Human Resources policies, programs, and services, and other work as apparent or assigned.

    This position reports to the Executive Director.

    Supervision is exercised over assigned work group.

    PAY: $58,851.00 - $88,276.50 ANNUALLY

    Essential Functions

    • Works effectively with all levels of the organization on Employee Engagement, Culture, Justice, Diversity, Equity, and Inclusion (JDEI), Performance Management, Rewards, and Recognition; facilitates resolution of employee issues and partners internal and external resources to assist in addressing employee issues; provides oversight and compliance with company policies and practices, legal considerations, and provides counsel as needed.
    • Ensures that systems are in place to facilitate Human Resources (HR) processes, departmental efficiency and compliance with applicable employment laws, regulations, and policies including records retention; develops and manages department budget, goals, objectives, policies, and operating procedures; prepares and presents monthly HR Board report; supervises the work of HR staff.
    • Oversees the design and development of compensation strategy and programs including external market analysis; oversees the procurement and administration of benefit programs such as health, life, disability, retirement, supplemental.
    • Serves as Contract Administrator on Workers’ Compensation insurance plan; manages claims processing with external vendor Virginai Risk Sharing Association (VRSA), and recommends claim challenges; oversees the return-to-work program; coordinates with legal; works with RRHA Risk Control Manager; prepares annual Occupational Safety and Health Administration Forms 300 and 300A; files reports with VRSA; reviews new hire and annual motor vehicle records for compliance with RRHA’s Driver Policy; serves as point of contact for COVID-19 absences.
    • Attracts, develops and retains high-performing employees through talent management processes, partnering with the Institute for Business in Society Learning and Development programs, and succession planning; coaches leaders and managers to maximize the effectiveness of their teams and individuals; oversees internal applicant tracking and eLearning systems.


    Minimum Qualifications

    Bachelor's Degree in Human Resources or business degree and five (5) years of experience in a supervisory role as a Human Resources Generalist, Human Resources Manager, Human Resources Director, or Human Resources Vice President, or a combination of equivalent education and experience.


    Preferred Qualifications

    1. Master’s Degree in Human Resources or business degree

    2. Considerable years of human resources management experience at a manager or higher level (preferably in a local government setting).

    Special Qualifications

    Professional in Human Resources certification from the Human Resource Standard Institute (PHR).

    Certified Professional designation from the Society for Human Resource Management (SHRM-CP).

    Valid state identification or driver’s license in the Commonwealth of Virginia.
