Human Resources Manager develops human resources policies and programs and directs the staff in managing and implementing programs that support employee engagement, productivity, and company objectives. Manages key HR functions, including recruiting, employee/labor relations, health and safety, compensation, benefits, training, diversity, payroll, and employee records. Being a Human Resources Manager develops and delivers internal staff communications. Evaluates, selects, and manages relationships with vendors to provide supplemental HR processes and services. Additionally, Human Resources Manager maintains employee records of pay, benefits, accidents, performance, and other activities and files reporting required to comply with labor laws and regulations. Collaborates with leadership on special projects. Requires a bachelor's degree. Typically reports to a director. The Human Resources Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Human Resources Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • SUMMARY Provides executive-level leadership and guidance to the organization’s HR operations. The Sr. HR Manager is responsible for setting, enforcing, and evaluating legally compliant human resources policies, procedures, and best practices, and identifying and implementing long-range strategic talent management goals.

     SUPERVISORY RESPONSIBILITIES:

    • Recruits, interviews, hires, and trains management-level HR staff. 
    • Oversees the daily workflow of the department.
    • Provides constructive and timely performance evaluations.  
    • Handles discipline and termination of employees in accordance with company policy. 

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

     

    • Directs the administration of employee benefits, compensation, and policies and makes recommendations to the President. 
    • Collaborates with executive leadership to define the organization’s long-term mission and goals; identifies ways to support this mission through talent management.
    • Identifies key performance indicators for the organization’s human resource and talent management functions; assesses the organization’s success and market competitiveness based on these metrics.
    • Researches, develops, and implements performance appraisal, and employee incentive programs.
    • Provides guidance and leadership to the human resource management team; assists with resolution of human resource, compensation, and benefits questions, concerns, and issues.
    • Oversee all aspects of workforce management, including recruitment, onboarding, training, performance evaluation, and retention strategies.
    • Address employee relations issues promptly and effectively, fostering a positive work environment and resolving conflicts as they arise.
    • Assist in the succession planning for senior leadership positions, identifying, and developing future leaders within the organization.
    • Develops a working relationship with managers and employees.
    • Ensures compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements.
    • Maintains knowledge of laws, regulations, and best practices in employment law, human resources, and talent management.
    • Drafts and implements the organization’s staffing budget, and the budget for the human resource department.
    • Participates in professional development and networking conferences and events
    • Represents organization at EEOC hearings and investigations. 
    • Promote a culture of employee engagement, recognition, and wellness initiatives to enhance morale, productivity, and overall job satisfaction.
    • All other duties as assigned 

    QUALIFICATIONS

    EDUCATION and/or EXPERIENCE 

    Bachelor's degree from four-year college or university; and three to five years related experience and/or training; or equivalent combination of education and experience. 

     

    LANGUAGE SKILLS 

    Ability to read, analyzes, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.   Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers and contractors.

     

    MATHEMATICAL SKILLS 

    Ability to calculate figures and amounts such as discounts, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

     

    REASONING ABILITY 

    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
