Additionally, Human Resources Supervisor typically requires a bachelor's degree. Typically reports to a manager. The Human Resources Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions.     4) Reduce black maternal mortality and make New York a model city for women’s health

    The Bureau of Human Resources and Labor Relations/ Leave and Benefits Unit would like to appoint a permanent Admin Manager, NM/I to serve as our Human Resources Verification Supervisor. The candidate will support the processing of information for more than 6000 staff members within DOHMH and external stakeholders. The candidate will process hundreds of verifications for employment, mortgages, NYC Housing, 9/11 Victims request for compensation, Student Loan Forgiveness etc., run CHRMS pay details reports to calculate employees’ pension buy-backs for active and inactive employees and liaise with the NYC and NYS pension systems for the completion of these transactions. Also, the candidate will routinely liaise with the unions to complete disability forms for employees on leave of absence; DCAS, OPA and legal representatives for the 9/11 Registry to ensure records are accurate. In addition, the candidate will conduct retirement consultations to ensure the seamless transition into retirement and the continuation of their health and union benefits, review employee records and review leave balances and accruals in PMS for the accurate determination of employees last day on payroll and retirement date; oversee the management and storage of staff Personnel files for active, in-active and electronic files and the archiving process.

    Duties will include but not be limited to:
    • Retirement Coordinator – One-on-One retirement sessions and consultations with employees (in-person or virtual). Research personnel information using the citywide systems: NYCAPS, PMS and CHRMS or personnel file. Assist employees with necessary retirement paperwork. Calculate employees leave balances confirming information with employees and Timekeeping. Ensure the employee receives all retirement documents (Retirement PAR, health insurance form, Medicare forms, Managerial documents etc.) within a timely manner. Forward all retirement documents to MBF for O/J, managerial and managers for continuation of managerial.
    • Process 9/11 Victims request for current and formers employees, retirees, family members and/or Law offices within a timely manner. Communicate with the requesting party of the necessary documents needed for review which indicates (statements from Directors, Supervisor and or documentation Research employee’s work location in the citywide systems CHRMS, PMS for work location during 9/11/2001 for the DOHMH work location during this period.
    • Maintain the HR’s Verification In-Box and responding to all inquiries promptly, researching information to be able to provide a response and closing the request. Provide the color-coded system to reflected open request and/or closed.
    • Update the Agency’s electronic Verification report.
    • Manage and supervise the Personnel Records and Electronic Filing system.

    Minimum Qualifications


    1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
    2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
    3. A four-year high school diploma or its educational equivalent and six years of
    satisfactory, full-time progressively responsible experience as described in "1"
    above, 18 months of which must have been in an administrative, managerial,
    executive or supervisory capacity. The supervisory work must have been in the
    supervision of staff performing clerical/administrative work of more than
    moderate difficulty; or
    4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
    candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
    the high school level may be substituted for the general clerical/administrative
    experience (but not for the administrative, managerial, executive or supervisory
    experience described in "1", "2" or "3" above) at a rate of 30 semester credits
    from an accredited college for 6 months of experience up to a maximum of 3½
    years.
