Human Resources Supervisor administers human resources policies and programs and directs the human resources staff in managing and implementing programs that support employee productivity and company objectives. Provides day-to-day oversight of various human resources functions critical to the organization, including recruiting, employee/labor relations, health and safety, compensation, benefits, training, diversity, employee engagement, payroll, and employee records. Being a Human Resources Supervisor supervises and trains staff that provides operational and administrative support for recruiting, onboarding, and other hr functions and programs. Develops consistent and standard procedures to process employment, attendance, and other records and to ensure accuracy. Additionally, Human Resources Supervisor typically requires a bachelor's degree. Typically reports to a manager. The Human Resources Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Human Resources Supervisor typically requires 3-5 years experience in the related area as an individual contributor. Thorough knowledge of functional area and department processes.     The Department of Economic Security, Division of Aging and Adult Services, seeks an experienced and highly motivated individual to join our team as an Human Resources Supervisor. This position is responsible for managing Human Resources (HR) activities and functions. DAAS supports at-risk Arizonans to meet their basic needs and to live safely, with dignity and independence.

    Under the direction of the DAAS Human Resources Business Partner, the Human Resources Supervisor will provides guidance and counsel to the managers, supervisors, and employees within the various Administrations in OMS. This position will ensure compliance with all Federal and State statutes as they relate to Americans with Disability Act (ADA), Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Equal Employment Opportunity (EEO), and Worker's Compensation.

    This position may be available for remote work within Arizona (One (1) day per week in office/hoteling).

    Job Duties:

    Essential duties and responsibilities include but are not limited to:

    • Oversee and provide advice and counsel to division management and employees in matters of recruitment, employee relations, compensation, and classifications.
    • Analyzing data and preparing written reports on issues such as turnover, leave usage, tracking of employee relations actions and recruitment.
    • Conduct employee relations investigations and provide guidance to managers, supervisors, and employees.
    • Develop and implement recruitment strategies and review potential hires.
    • Conduct scheduled meetings with direct report(s), as well as participate in meetings with division personnel when required.

    Knowledge, Skills & Abilities (KSAs):

    Knowledge of:
    • Current principles, practices, and methods used in the administration of a Human Resources program.
    • Federal and state employment laws, and rules and regulations.
    • Recruitment and hiring best practices.
    • Employee relations investigative interviewing techniques and practices.

    Skill in:
    • Communicating effectively verbally and in writing.
    • Establishing priorities among conflicting needs.
    • Evaluation of applicant resumes and applications.
    • Analyzing data and reports.

    Ability to:
    • Be unbiased, objective, and thorough when working with employee relations issues or conducting investigations.
    • Analyze specific problems and determine acceptable solutions.
    • Work on multiple projects simultaneously and prioritize workload.
    • Demonstrate continuous effort to improve operations and streamline work processes.

    Selective Preference(s):

    The ideal candidate for this position will have:

    • Relevant Human Resources Certification

    Pre-Employment Requirements:

    • Five or more years of experience in relevant area with increased responsibility over time, requiring at least two years of specialized experience in area of assignment; Bachelor's degree in relevant field may substitute for two years of specialized experience.
    • This position will require a current, valid Arizona driver’s license. This position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
    • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
    • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
