Human Services Program Coordinator

  • Collier County Emergency Management is seeking an Emergency Management Coordinator to lead our Human Services program efforts. The purpose of this classification is to perform technical, physical, and specialized work functions associated with reviews and approval of medical facility emergency plans under the Agency for Health Care Administration, updating, our Special Needs Client roster, conducting periodic outreach to those clients, operating with a high level of service, our Special Needs Client- EOC operations section. Ensuring rapid notification to our Special Needs Clients with mass notification systems, and leading partner efforts in all aspects of Special Needs Client shelter transportation, coordination, mass care, and demobilization. The coordinator will work in all facets of multi-hazard disaster preparedness, response, mitigation, and recovery. The work functions include but are not limited to ensuring plans, policies, procedures, and other guidance or performance grant requirements are met associated with multi-hazard and local mitigation planning efforts. Responsible for the technical and timely review of licensed medical facility emergency plans. Work will include the writing of internal plans, policies, and procedures and ensuring stakeholder involvement in the development of those various plans. Work during emergencies will include organizing, deploying, and coordinating EOC section operations, familiarity with communications, notification systems, and technology support, planning, including physical lifting and moving efforts to maintain and procure a disaster cache inventory, providing training including curriculum development to support a broad range of response aspects of the emergency management and disaster preparedness program for Collier County; may develop and implement plans including but not limited to response to a natural disaster- both locally and approved mutual-aid positions, mass casualty special needs – mass care, or fatality incident, pandemic, and provide guidance and develop programs for community recovery efforts, and engage in planning for or act of terrorism. Shall serve an active role as a Special Needs Clients -Section Chief under the National Incident Management System during local emergencies, mutual-aid deployment, or local EOC activations. May be deployed in the field to certain local emergencies and designated to drive and deploy specialized equipment. 
    • Emergency Management Coordinators in Collier County are responsible for Emergency Management (EM) programs/activities associated with preparation for, response to, and recovery from natural or man-made multi-hazard disasters or emergencies, weapons of mass destruction incidents, or terrorist incidents affecting lives and property of citizens.
    • Performs administrative and physical tasks including supervising and training volunteers, maintaining inventory, public outreach, specifying equipment, preparing EM articles for publications, and creating and distributing informational brochures, technical guidance manuals, and handouts. 
    • Prepares and disseminates media and public information releases; may create and maintain a comprehensive information program on the Internet. Coordinates and updates Local Mitigation Strategy (LMS) projects; develops, reviews, revises, and/or updates programs and plans to improve local government's ability to mitigate and respond to emergencies and disasters. 
    • Such efforts, requirements, and deliverables are included but are not limited to, Florida Statute 252, Stafford Act, and the Disaster Mitigation Act of 2000. 
    • Plans, coordinates, and ensures mass care services both in the field, emergency operations center, and call center(s) are delivered for general and special needs populations working with partner agencies before, during, and after a disaster. May be required to establish and lead call center coordination efforts to assist the frail and elderly with real-time basic emergency assistance. 
    • This position is responsible for cost tracking, mobilization, and demobilization, inventory, cleaning, and staging of all supplies and equipment for future events as directed. 
    • Leads and manages a robust database for the registry of functional and special needs clients under State and local guidance. 
    • Develops systems and programs to ensure notification, transportation, shelter, re-entry, and post-event disaster survivor assistance with state and local partner agencies. 
    • Reviews, instructs, conducts outreach, and approves and ensures interagency coordination of local and statutory requirements related to licensed health care facilities for the implementation of their comprehensive emergency management plan, emergency environmental power plan, and related guidance from local, state, or federal programs.
    • Ensures coordinated action plans for population protection are robust for emergency operation center activations. 
    • Solicits and coordinates resources and emergency response aid from business and industry, public agencies, including community and disaster relief organizations; establishes and maintains an emergency shelter database system including construction characteristics, flood levels, and space deficiency reporting as statutorily mandated. 
    • Performs a variety of assessments to determine or recommend protective action required for safeguarding the community and its citizens; participates in the evaluation and written updates of the Comprehensive Emergency Management Plan (CEMP), Disaster Mitigation Plan, Standard Operating Guidance documents, and other incident-reporting typically illustrated within the National Incident Management System (NIMS). 
    • Interprets weather data including advisories and other forecast materials, utilizes maps or GIS data for planning or response operations; may issue alerts for severe weather or other hazards to the media for broadcast to the general public. 
    • Responds to emergency and disaster situations involving hazardous materials, inclement weather, evacuation, and/or shelter to aid with coordinating County resources; may perform assigned work functions from a mobile command center vehicle.
    •  Efforts may include lifting, moving supplies, equipment, or commodities up to 30 pounds while working in inclement weather conditions day or night. 
    • Work may include the driving, towing, set-up, or tear-down of certain vehicles and equipment such as mobile command vehicles, light towers, generators, cargo trailers, etc. 
    • Supervises and manages the activities and requirements of Emergency Support Function (ESF) representatives, outside agencies, contractors, volunteers, and county officials as required upon activation of the Emergency Operations Center (EOC).
    •  Such EOC activations may require extended duty periods. 
    • Conducts both oral and written incident reviews and debriefings including critiques and damage assessments, after emergencies.
    •  Operates various communication devices including, but not limited to, phone, 800mhz radio, and Automated Notification System, and telecommunications device for the deaf (TDD).
    • Tests troubleshoot, and makes minor repair of voice, data, and computer equipment; maintains and updates various notification or other databases as directed. 
    • May lead Community Emergency Response Team (CERT) training programs, certain NIMS/ICS training, shelter training operations, or various natural, technological, or all-hazard training activities countywide; may manage training and activities of volunteer amateur radio operators, or other recognized volunteer agency groups or agencies Analyzes Emergency Management-related data; maintains storage and retrieval systems for said information; inventories compiles and maintains the critical facilities database. 
    • Must possess a basic understanding of basic building construction fundamentals and base flood elevation criteria. 
    • Responds to questions, complaints, and requests for information/assistance from the public, volunteers, news media, various agencies, employees, elected officials, supervisors, or other individuals and/or divisions. 
    • Must be proficient in public speaking and PowerPoint and able to work professionally within the Joint Information Center and/or Emergency Operations Center environment. Interprets the basics of FEMA National Flood Insurance Program for county residents. 
    • Coordinates and ensures proper documentation of mutual-aid support to surrounding counties and State; reviews and updates mutual aid procedures and agreements; develops, plans, and conducts internal and multi-agency emergency exercises to evaluate planning, preparedness, and other written corrective action activities. 
    • Attends various committee and planning group meetings; provides technical assistance to county and external agencies; serves on project teams, advisory panels, boards, and/or committees. 
    • Conducts and maintains fixed asset inventory; maintains an inventory of manpower, material, and expertise in managing resources for emergency management purposes. 
    • Contributes to developing and preparing the emergency management budget; assists with administering approved budget and monitors operational expenditures for fiscal compliance within program areas as directed. 
    • Identifies, prepares, and manages grant applications from state and federal agencies; assists with the development of grant programs. 
    • This position description broadly identifies the general roles and responsibilities of an Emergency Management Coordinator. 
    Additional roles and responsibilities may be assigned as needed• Bachelor's degree required. Preferable in in Political or Social Science with a major or concentration in Emergency Management, Public Administration, Public Safety or closely related field.
    • Three (3) years of related experience.
    • Candidates without a degree should possess four (4) additional years of related experience.
    • Fingerprinting required.
    LICENSES/CERTIFICATES
    • Based on area of assignment may be required to obtain appropriate certifications specific to the job function.
    • Commercial Driver's License (CDL) and a forklift certification is preferred, along with demonstrated experience operating large wheelbase vehicles.
    • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805. 
    • Salary offers above the minimum pay grade may be considered based on qualifications. 
    • Essential Employees may be required to work during an undeclared or declared emergency.  The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
