    The Human Services Department (HSD) consists of a talented team that works to build strong communities by enriching the quality of life for individuals and families in Oakland. 

    HSD is seeking a highly skilled and equity focused Human Services Manager to lead its Community Partnerships Division. Under administrative direction, this position uses operational decision making in the direction and coordination of work in the Community Partnerships Division which consist of the Alameda County - Oakland Community Action Partnership, whose mission is to address poverty partners strategically with all HSD divisions, especially Head Start and Homelessness, to build systems of support including healthy food access, employment pipelines, and economic empowerment strategies such as the Earned Income Tax Credit. Oakland ReCAST is a multi-departmental, multi-agency partnership that supports community resilience in the face of trauma. Oakland ReCAST works to strengthen, heal, and reimagine the systems that community members seek when in distress through training, capacity building, coaching and fostering cross-system collaboration and coordination. 


    We are looking for someone who: 

    • Has superb leadership and supervisory skills, including experience in a union environment. 
    • Has an ability to set a vision for program staff that is both unifying and inspiring for City staff, collaborative partners and community members. 
    • Has an understanding of Oakland's diverse and vibrant community; experience engaging community members in leadership development.
    • Has a proven track record of working in collaborations and cultivating partnerships to strengthen program services. 
    • Understands the complexity of leading a large public sector initiative with a complex funding structure and compliance requirements.
    • Has an excellent understanding of blended funding streams and budgetary principles and practices involved with overseeing a complex budget with multiple federal, state and local sources.

    What you will typically be responsible for: 

    • Directing, managing, and implementing a variety of programs related to children, youth, aging and adult services; ensuring quality service delivery, compliance with federal, state, and local regulations, and thorough recordkeeping for program monitoring and evaluation purposes.
    • Maintaining effective relations with a variety of community organizations, groups and individuals.
    • Developing and directing the implementation of short-term and long-term goals, objectives, policies, procedures and work standards for a division that meet the needs of the affected population; coordinating the work of a division with outside agencies, consultants and vendors.
    • Identifying and applying for grant funding; strategically planning for fund development and leveraging to ensure ongoing program support.
    • Directing the selection, supervision, and evaluation of assigned staff; planning and implementing staff training and development to enhance program effectiveness.
    • Conveying program successes and needs; coordinating with and directing staff to foster outreach and awareness of available programs and services in the community.

    The following qualifications are guidelines, as the appointing authority has broad discretion in filling positions in this classification. 

    Education: Bachelor's degree from an accredited college or university in public or business administration, human services, health services, sociology, psychology or closely related field. Master's degree in a related field is desirable.

    Experience: Five (5) years of responsible supervisory or managerial experience in human services program administration.


    LicenseIndividuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

    This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules, per Charter Section 902.

    • Retirement: CalPERS (California Public Employees’ Retirement System) with a pension formula of 2.5% @ 55 (for Classic CalPERS members) and 2% @ 62 for new CalPERS members. Classic Employees contribute 8% of pre-tax wages. The City of Oakland does not participate in Social Security 
    • Health: The City of Oakland pays the full cost of employee and eligible dependent coverage at the Kaiser rate. Other plans include Anthem, Blue Shield, United Health Care, and other HMO and PPO plans. 
    • Dental: Delta Dental full premium for employees and eligible dependents 
    • Vision: VSP full premium for employees and eligible dependents 
    • Sick leave: Employees accrue 12 days per year.
    • Deferred Compensation: 457(b) pre-tax plan and an after-tax ROTH 401(k)plan
    • Other benefits include a Flexible Spending Account, Wellness Program, Employee Assistance Program, Tuition Reimbursement, Life Insurance up to $200k & Employee Training.
