MINIMUM QUALIFICATIONS: The following qualification(s) MUST be met and clearly stated on the City of Saratoga Springs employment application form: either
- Graduation from a New York State registered or regionally accredited college with a Bachelor’s Degree in Business Administration, Accounting or a closely related field and two (2) years of full time paid administrative experience OR
- Graduation from a New York State registered or regionally accredited college with an Associate’s Degree in Business Administration, Accounting, or a closely related field and four (4) years of full time paid administrative experience OR
- Graduation from high school or possession of an equivalency diploma and six (6) years of full time paid administrative experience.
SPECIAL NOTES:
- Administrative experience defined as: Duties which include responsibility for maintaining or auditing the books of an account or an organization. Experience must have included responsibility for maintaining or auditing the general ledger and general journal, and/or supervision of clerical staff.
- Degree must have been awarded by a college or university by a regional, national, or specialized agency recognized as an accrediting agency by the US Department of Education/US Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. DUTIES:
This position exists in the Utilities Bureau of the City Department of Public Works and involves responsibility for the preparation of water and sewer billing records and meter maintenance reports. Additionally, an incumbent will participate in the operation of a computerized water and sewer billing system to be interfaced with the state wide property value assessment system. The work is performed under the general supervision of the Commissioner of Public Works, and the direct supervision from the DPW Business Manager with leeway allowed for exercise of independent judgment in carrying out details of the work.
Supervision is exercised over the work of the Utility Clerks engaged in billing activities in the Bureau. The incumbent does related work as assigned and required.
TYPICAL WORK ACTIVITIES: illustrative only
- Participates in the preparation of water and sewer bill collection rolls and related individual home and business billing;
- Oversees the maintenance of water consumption meter readings and related records for individual billings in the City:
- Maintains records on account history, including billing, revenues, usage, and work orders;
- Coordinates the distribution of water and sewer bills via the postal service and digitally;
- Schedules water consumption meter readings in various parts of the City;
- Supervises and participates in the keeping of records of meter inspection and repair costs;
- Assists in the compilation of data and background material;
