  • Job summary:

    The Operations Team is responsible for the coordination and processing of country clearance requests (CCRs) and all tasks required to successfully obtain country clearance approval. It is the role of the Operations Coordinator to provide operations and logistics support to ISG staff and their travelling teams to obtain CCR approval, which is required for the team to participate in ISG engagements globally.

    NOTE: Previous Secret Level Clearance is desirable. The ability to obtain Secret Clearance level is required.

    Each Operations Coordinator shall maintain awareness of region-specific requirements necessary for the processing of country clearances, in accordance with the guidance provided through various government systems. Operations Coordinators are responsible for maintaining and ensuring accuracy of government provided engagement data in a centralized database. The role requires timely responses to requests for information, communicating pre-travel training requirements, providing passport and visa support, and preparing other documentation necessary to the safety of the engagement teams. Operations Coordinators assist with reoccurring reporting requirements and additional reports on an as-needed basis. All Operations Coordinators are responsible for maintaining Standard Operating Procedure documentation and other forms of documentation necessary to the continual support of best practices.

    While each Operations Coordinator is provided with individual region-specific responsibilities, the Operations team members are also expected to work collaboratively to provide excellent support to our client and to meet all contractual requirements. All Operations Coordinators must possess excellent communication skills and be able to communicate professionally both in writing and verbally. Additional skills necessary for the position include the ability to multi-task, great attention to detail, and strong time-management.

    ISG engagements include advising and consulting activities, among others, which provide support to allies and partners in strengthening defense and security institutional capacity and capabilities, particularly in the fields of: strategy and policy, planning, resource management, logistics and acquisition, human capital, and professional military education; with related education and advising activities in capability areas such as civil-military relations, security governance and management, maritime security, cyber security, combating terrorism and violent extremism, emergency preparedness and disaster management, ungoverned spaces, and related areas.

    This is a subcontractor position with Team Teya, providing on-site contract support to the Institute for Security Governance (ISG) in Monterey, CA. ISG is part of the Defense Security Cooperation Agency (DSCA). The employee is required to be based in or around Monterey, CA. Due to COVID-19, this position is temporarily telework.

    Duties
    Country Clearance Requests:

    • Prepare country clearance requests during the period of performance.
    • Prepare Aircraft and Personnel Automated Clearance System (APACS) and eCountry Clearance (eCC) system requests that comply with the Foreign Clearance Guide and Joint Travel Regulations for the government to review and approve.
    • Consult the electronic Foreign Clearance Guide, security manager, and public releases as necessary to determine country specific policies, clearance requirements, and security training mandates.
    • Identify specific traveler training and country clearance requirements and provide accurate instructions with completion deadlines to ensure timely completion of requirements.
    • Distribute country clearance travel briefs to the travelers once the country clearance is approved.

    Passports and Visas:

    • Communicate accurate instructions and deadlines for passport and visa processing and issuance for travelers during the period of performance.
    • Travelers requiring passports and/or visas shall be identified by the government and pertinent information provided to the Contractor.
    • The Contractor shall work with the designated traveler(s) to gather additional information as needed.
    • Prepare passport and/or visa letter requests for government approval. Contractor must adhere to all Privacy Act clauses.

    Force Protection (FP) Plans & Isolated Personnel Reports (ISOPREPS):

    • The contractor shall prepare Force Protection plan packages for the period of performance.
    • Prepare and submit traveler FP Plans supporting engagements Outside the Continental United States (OCONUS) for timely approval.
    • Distribute approved FP Plans to travelers no later than one week prior to travel.
    • Access as necessary ISOPREPS requiring Secret Access on the SIPRNET in accordance with the Classified Services section to verify currency for country clearance construction while adhering to all Privacy Act clauses.

    Travel Brief:

    • The contractor shall prepare one (1) travel brief for each OCONUS event.
    • The Travel Brief shall include all logistical details for travel to the specific event location, including but not limited to the in-country point of contact (POC), billeting arrival and departure details of the traveling team, etc.
    • Consult the electronic foreign clearance guide, FP Plans, security manager public releases and US Embassy web sites to gather accurate and timely information.
    • Prepare and distribute a travel brief sheet to travelers supporting OCONUS events no later than one (1) week prior to travel.

    Training Requirements:

    • The contractor shall prepare instructions for training during the period of performance.
    • Consult the foreign clearance guide and security manager public releases to determine what country specific policies or security training mandates necessitate additional training.
    • Prepare and disseminate instructions and deadlines to travelers for timely completion of required trainings by travelers.
    • Maintain the traveler training database as required for the processing of country clearance requests.

    Position requirements:

    • Secret Level Clearance is desirable. The ability to obtain Secret Clearance level is required.
    • Interim Secret eligibility may be accepted provided it has been awarded by the Defense Industrial Security Clearance Office (DISCO).
    • Must be based in or around Monterey, CA.
    • Must be a US Citizen.

    Qualifications and Education Requirements:

    • An undergraduate degree in the discipline of Business Administration, political science, public policy, international relations, communications, or related field. Significant Military experience can serve as a substitute for an undergraduate degree.
    • Possess strong communication and interpersonal skills and work effectively in a team operational environment.
    • Demonstrate effective time management and organization skills to synchronize planning schedules for multiple projects.
    • Ability to manage risk, conduct analysis, and recommend solutions in an effective manner.
    • Be detail-oriented, with the ability to coordinate multiple lines of effort across all projects.
    • More than a year of recent experience working in an operations capacity to support the roles and responsibilities of the tasks as described. Recent experience is defined as within the last two years.
    • Knowledge and ability to operate Windows based programs including Outlook, Microsoft (MS) Word, Excel, and PowerPoint (PPT).
    • Knowledge and ability to operate a Personal Computer (PC), Macintosh (MAC), printer, scanner, and facsimile.

    Preferred skills:

    • Knowledge of Microsoft Teams and OneNote.
    • Experience or familiarity working with military or government agencies.
    • Self-starter who takes initiative on projects, as assigned.
    • Works well both in teams and independently.
    • Collaborative with the ability to work with varying personalities.
    • Ability to remain positive and forward thinking in an agile work environment.
