    Join our team as a Construction Contract Administrator (Management Analyst - Asset Management) where you will coordinate departmental construction contract and procurement activities, ensuring compliance with regulations. This is a newly created position due to growth and the growing complexity of construction contracts due to the diversity in the types of housing covered. Your role will involve interacting with various agency groups to ensure contractual compliance, providing technical expertise in contract interpretation, drafting legal documents, and overseeing insurance policy compliance and wage requirements. You will also coordinate meetings, manage website announcements, and conduct data analysis for operational program reports. Additionally, you will represent the KCHA at housing conferences and project openings. This position reports directly to the Capital Construction Program Manager - Asset Management and will be based at our Central Office in Tukwila, WA.

    The Construction Contract Administrator (Management Analyst- Asset Management):

    • Coordinates construction contract and procurement activities for the department; prepares, reviews, and maintains contract files and records; reviews invoices; verifies contract completeness; establishes contract tracking systems; interacts with various agency groups and associates to review and approve required documents, reports, and certifications related to contractual compliance; maintains a database.
    • Provides technical expertise in interpreting and executing contracts with complex U.S. Department of Housing and Urban Development (HUD) regulations, Davis-Bacon prevailing wage requirement, Public Works Contract procurement, and other state and federal statutes. 
    • Drafts construction contracts, amendments, change orders, and other legal documentation on behalf of the department; verifies insurance policy compliance, prevailing wage requirements, Labor and Industries performance standards, and bid documentation adherence to responsive and responsible standards; performs public bid reviews and reporting for multiple types of projects; tracks Notices of Intent and Affidavits from contractors with state agencies for the completion of contracts and to issue payment of retainage funds.
    • Coordinates pre-bid and pre-construction meetings with department staff and in contract notification forms; manages agency-based website announcements and public posting of contracts; coordinates internal review procedures through OnBase (all electronic platform for documentation).
    • Manages special projects and assignments that require research, justification, and recommendations in support of policy and/or procedure change considerations; engages in developing new streamlined operational procedures for contract processing; gathers and compiles information from KCHA staff.
    • Performs data analysis to create operational program reports; prepares and completes the department's portion of planning and quarterly and annual reporting documents; researches and gathers statistics and data to prepare management reports; researches and analyzes policies and procedures for the department.
    • Represents the KCHA at housing conferences, meetings, and project grand openings.


    Required Qualifications:
    • Associate's degree in business, finance, math/science, or related field AND
    • Moderate experience with construction contract administration and housing program financing/funding OR 
    • An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform this position's essential functions.
    Preferred Knowledge, Skills and Abilities:  
    • Public or nonprofit sector experience with focus in housing authorities and public housing is preferred. 
    • Knowledge of Davis-Bacon prevailing wage requirement is preferred.
    Required Knowledge, Skills and Abilities:  
    • Demonstrates thorough knowledge of contracting, housing program financing, and funding principles and techniques.
    • Understands technical aspects of the position and continuously builds knowledge, keeping up to date on the substantive and procedural aspects of the position including the ability to: 
      • Demonstrate thorough knowledge of Federal, State, and local laws and regulations and KCHA policies and procedures pertaining to public housing and U.S. Department of Housing and Development (HUD).
      • Demonstrate thorough knowledge of the application of laws, rules and regulations, policies and procedures regarding affordable housing projects, program funding, accounting, budgeting and management reporting.
      • Demonstrate proficiency in contract management practices, planning, public relations, project management, technical writing, and analyzing program operations to provide accurate recommendations.
    • Skilled in policy interpretation to ensure legal and regulatory compliance; capable organizer with sound judgment, adept at applying policies and procedures; proficient in gathering and analyzing data to make informed decisions and assess compliance with complex procedures.
    • Demonstrates effective communication skills, both verbal and written, with proficiency in producing clear, concise, and comprehensive reports, studies, and analysis.
    • Possesses an ability to establish and maintain effective working relationships with employees, HUD representatives, and the general public.
    • Demonstrates proficiency in cultivating an inclusive work environment that values and appreciates diversity, treats others with respect, and fosters cooperation.
    • Demonstrates an understanding and empathy towards the social, economic, health, and emotional needs of low-income families, as well as possessing awareness of social, political, economic, and community issues impacting program and project development and administration.
    • Demonstrates proficiency with MS Office programs and database software.

    Salary & Benefits: 

    The starting salary range for this position is $74,796.00 $91,623.00 annually, dependent on qualifications and professional experience. The complete salary range for this position is $74,796.00 - $108,452.48 annually. Performance-based merit increase opportunities and Cost of Living Adjustments (COLA) are reviewed annually. A comprehensive health care benefits package for you and your dependents includes medical, dental and vision insurance, life and long-term disability insurance plans, vacation, sick and personal leave, tuition reimbursement, and retirement benefits are also available.     Work Environment: 
    After initial onboarding, this role will have the opportunity to work remotely in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and having the ability to report to the Central Office in Tukwila will be required. Some local travel may be required to support KCHA business needs.
