Summary
The Manager, Capacity Planning & Performance Management is accountable for ensuring there is adequate IT Capacity to meet required levels of service to ensure senior IT management is correctly advised on how to match capacity and demand, and to ensure that use of existing capacity is optimized. This role provides strategic, tactical, and operational planning and coordination of information technology resources. These IT resources may be assigned on an ad hoc or long-term basis to operational or project development teams to deliver and maintain value-added business solutions. This role will work to ensure the demand for skills and talent are available as needed to support the Book of Work. This manager is also accountable for tracking and reporting the IT Performance for all IT Services, to all levels of the organization. They are part of a highly collaborative cross-functional team of professionals across all areas of IT.
Principal Duties and Responsibilities
Develops and implements the resource allocation process and project forecasting methodology to ensure predictability and availability of the staff, while monitoring a proper load balance between the team and delivery partners
Leads the strategic management and allocation of all IT resources and our delivery partners to ensure the right fit of resource capabilities against our priorities
Accountable for the management of IT resource allocation, org charts, and new hire processes (FTEs and contractors).
Accountable for the reporting and tracking the performance of IT Services including those performed by internal NiSource and Managed Service Providers
Accountable for the Service Level process and methodology that governs the IT Services
Accountable for all surveys conducted on behalf of IT to capture, report, and help mitigate and issues identified with business partner satisfaction of IT Services.
Provides performance reports and scorecards that accurately reflect the overall quality of IT Services, including internal and external SLA performance, customer service and other metrics deemed important by NiSource business leaders
Solid working relationships / collaboration established with stakeholders across departments and Service Providers.
Govern monthly review of service provider performance per agreed to SLAs / OLAs
Assist project managers with human resource planning and staff allocation.
Ensure NiSource’s capacity to meet the staffing requirements of projects and operational initiatives
Responsible for the assignment of available staff to projects based on their skills and experience.
Assist in hiring new staff in accordance with project budgets.
Provide project managers with ongoing resource capacity data
Monitors and makes resourcing decisions based on employee utilization, workload, and overtime hours.
Mitigating resource concerns by reallocating resources or assigning additional staff.
Provide reports to accurately depict resource demand and allocation including internal labor capitalization
Document processes and maintaining records.
Coach, counsel, train and encourage employees
Works directly with IT leads to achieve resource goals
Manage staff augmentation vendor selection and IT resource data
Strong customer presence, collaboration, negotiation, communication, organization, people management and conflict resolution skills
Communicates IT plans, policies, and technology trends throughout the work unit.
Maintains knowledge and understanding of current and emerging technologies, equipment, and systems.
Accountable for driving effectiveness of the IT Organization through IT communications, and training
Establish, launch, and maintain a program for developing and hiring internal talent, Keeping informed on labor laws and trends in resource management.
Required Qualifications for Position
Bachelor's degree in Information Systems, Business, Human Resource Management, or combination of experience/education.
Five years’ experience in resource management or equivalent.
Knowledge of project management methodologies, and project management software.
Experience in managing budgets.
Experience working with Managed Service Providers
Excellent interpersonal and communication skills.
Exceptional organizational and time-management skills.
Knowledge of applicable labor laws.
Advanced skills with computers, operating systems and software (MS Office Suite) and ability to learn new concepts quickly
Demonstrated financial acumen and experience in managing cross IT departmental budgets and forecasting
Preferred Additional Qualifications for Position
Experience in the utility industry is preferred
