IT Capacity Planning Manager manages staff responsible for monitoring the organization's data processing and storage needs and develops long-term plans to meet business requirements. Develops policies for network storage system troubleshooting, updating and general maintenance.     This is a limited-term position and will serve as the acting Development Services Manager overseeing the City's Permit Center, Planning, Code Enforcement, and Building staff. The term of the position will be until January 31, 2025 but may end sooner, depending on a variety of factors. 

    The primary priorities/projects will be overseeing and working toward the completion of the tasks needed to meet the City's periodic comprehensive plan update by December 31, 2024. Additionally, the position will be task with finalizing the City's Parks, Trials, and Open Space Plan. Performs a variety of supervisory, technical, and professional work in the management and administration of the Development Services Division of the Public Services Department. Contribute to the City’s vision, mission, and goals in the performance of all job duties.
     
    Supervision 
    Reports to: Public Services Director
     
    Supervises: Planners, Permit Technicians, Permit Coordinator, Code Enforcement Officers, Building Inspectors, interns and, temporary staff.  Essential Functions
    • Manage and supervise assigned staff; delegate, plan, and organize workloads and staff assignments to ensure timely completion of assigned tasks.
    • Train, coach, and evaluate assigned staff; review progress and direct changes as needed. 
    • Provide opportunities for professional development to staff.  
    • Evaluate employee performance; conduct consistent staff and 1:1 check in meetings with direct reports.
    • May assist subordinates in performing duties.
    • Collaborate with the other departments, divisions, and agencies.
    • Maintain working relations with civic, construction industry groups, other public agencies, public and private utilities, and other City departments.
    • Prepare and maintain a work plan for the Development Services Division. 
    • Determine work procedures, prepare work schedules, and perform process improvement for the division.
    • Evaluate planning and development operations to improve service, productivity, and efficiency, and resolve work-related questions, complaints and issues from the public that cannot be addressed by staff.
    • Develop agenda, organize meetings, prepare staff reports, and make presentations to the Planning Commission, Hearing Examiner, City Council Committees, and full Council.
    • Serve as the primary liaison between the City and the Bonney Lake Planning Commission. 
    • Provide leadership and direction in the development and prepares of studies, reports, and recommendations, which includes technical and statistical research, gathering and interpreting socio-economic data, projecting trends, and evaluation of policy alternatives.
    • Communicate official plans, policies, and procedures to staff and the public. 
    • Make presentations to supervisors, boards, commissions, civic groups, and the public.
    • Assist in the preparation of budget requests and manage the Development Services Budget to ensure that expenditures are within budgeted funds for services, personnel, materials, and facilities.  
    • Monitor planning and building activities of neighboring jurisdictions, coordinate work with other affected agencies, and assist in the development of regional plans, as assigned.
    • Draft legislation to amend the City’s locally adopted regulations consistent with state and federal laws and regulations. 
    • Serves in a lead role in the drafting and recommending of amendments to the City’s comprehensive plan to ensure compliance with the requirements of the Growth Management Act and other state and federal laws and regulations.
    • Administer and ensure compliance with planning-related development regulations and intergovernmental agreements and requirements.
    • Evaluate and coordinate the annexation of areas into the City.
    • Approve permits and development proposals within scope of authority and responsibility.
    • Evaluate environmental information and recommends mitigation measures to reduce adverse impacts of development.
    • Respond to inquiries regarding city codes, regulations, and ordinances at the counter, over the phone, in writing and at meetings. 
    • Negotiation, coordinate, and manage consultant contracts.
    • Prepare and write grant application components relating to geographics, maps, plats, site plans, etc. 
    • Serves as the City’s Floodplain Administrator and Shoreline Administrator.
    • Servs as a member of various employee committees.
    • Assist in the development and updating of City policies, ensure proper interpretation and administration of policies by staff. 
    • Serve as a team member in the City’s Emergency Management Operation Center as needed.
    • Create an environment of teamwork and respect.
    • Foster a culture of equity and inclusion by welcoming and meeting the diverse needs and perspectives of groups and individuals.
    • Remain current with relevant technological advancements as it relates to the field.
    • Maintain regular, reliable, and punctual attendance.

    Education, Experience and License Requirements
    • Bachelor’s degree in land-use planning, urban planning, landscape architecture or a related field. 
    • Nine (9) years of experience in municipal planning, including supervisory experience; or  
    • Thirteen (13) years of relevant education and experience.
    • American Institute of Certified Planners (AICP) certificate encouraged.
    • Driver’s license
    • Successful passing of a required background check and driving record

    Physical Demands
    • Moving throughout City facilities and buildings.
    • Travel to off-site locations and move throughout the community as needed.

    • Lift or move items weighing up to 30 pounds on occasion.

    Work Environment
    • 90% of work is performed in an office environment and 10% is performed outdoors in all weather conditions. Exposure to heights and noise from equipment.
    • Noise level out in the field is moderately loud.
    • Noise level in the office is moderately quiet.
    • Work evening and/or weekend hours as needed.
    • Night meetings may be required.
    • May also be exposed to conditions and hazards associated with construction sites.
