    Job Summary

    The Contracts and Subcontracts Manager is responsible for the evaluation and execution of all contracts and subcontracts activity in support of the PCI Federal Services (PCIFS) organization. Reporting to the Corporate Director, Contracts and Compliance, this high visibility position serves a key role in the successful execution of Federal and DoD contracts and subcontracts. Performing as an individual contributor under minimal supervision, the candidate will interface with the PCIFS team, the Federal/DoD Contracting Officers, as well as subcontractors/vendors; identifying and mitigating contract risk while ensuring appropriate regulatory compliance.

     Duties and Responsibilities

    • Draft, evaluate, negotiate, and execute a wide variety of different Federal Agency and Department of Defense (DoD) contracts.
    • Provide full contracts and subcontracts lifecycle support, which includes strategy, proposal/RFP development and review, negotiation, draft/review/approval, order entry, administration, and day-to-day program support. 
    • Advise senior stakeholders and leadership on all contract-related matters.
    • Draft and negotiate vendor subcontracts with suppliers.
    • Regulatory review and negotiation of terms and conditions.
    • Forge and maintain relationships with contracting officers and partner suppliers and serve as the point of contact for all matters concerning contracts and subcontracts.
    • Maintain a contract document management system, which includes correspondence, records, the contracts portfolio, backlog, and historical award information and documentation throughout the contract/subcontract lifecycle. 
    • Review and prepare contract modifications, extensions, and close-out, consistent with the contract process, regulatory compliance, and the company’s best interests.
    • Resolve any contract-related challenges which may arise with other parties, internal or external.
    • Assist and advise the proposal teams with analyzing complex customer solicitations/RFPs/RFQs, identifying business risk, and develop risk mitigation plans.
    • Other duties and special projects as may be requested.
    Job Requirements

    Qualifications

    •  6-8 years of work experience in the administration of U.S. Federal Agency and Department of Defense (DoD) contracts and subcontracts utilizing the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS) and other agency or defense client specific/internal regulations.
    • Bachelor’s degree in related business field or a total of 8 years of related work experience in government contracts is required.
    • 5 years of experience managing U.S. Federal Agency and Department of Defense (DoD) contracts and subcontracts.
    • Experience with Time & Materials (T&M), Firm Fixed Price (FFP), and Cost-Plus type of Government Contracts including Delivery based, Milestone based, and recurring services FFP contracts.
    • Demonstrated experience with DBA and SCA compliance and reporting requirements. 
    • Strong analytical and problem-solving skills.
    • A team player and ability to work independently.
    • Fluency in English language and exceptional verbal communication and writing skills are required.
    • High level of proficiency in Microsoft Office programs is required.
    • Must possess a valid driver’s license.
    • Must be able to obtain and maintain a Secret level security clearance.
    • Ability to travel as required and up to 25%.

    Physical Requirements

    The physical demands described herein are representative of those which must be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in an office environment. Employees must possess the ability to work in a standard office or conference room setting and use standard office equipment, including a computer.

    To visit other company sites, employees must be able to operate a motor vehicle and fly in an aircraft, both of which may require sitting for prolonged periods of time. Employees must possess vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Standing in work areas and walking between work areas will be required. This position requires an employee to occasionally bend, stoop, kneel, crouch, crawl, climb or balance; reach, push, and pull drawers and doors open and closed. The employee must occasionally lift and/or move up to 20 pounds.
