Epsilon Systems Solutions, Inc. is currently seeking a full-time Contracts Manager in San Diego, CA.
Summary:
Responsible for the administration of the contract management life-cycle for a variety of Government and commercial contracts to include Firm-Fixed Price, Cost-Plus-Fixed-Fee, Time and Material, and Indefinite Delivery - Indefinite Quantity contracts, with moderate to high-risk for existing and new business in support of Epsilon Systems’ Ship Repair business line. Administers contracts and subcontracts using established procedures in order to develop, preserve and fulfill the Company’s contractual rights and obligations, assists in contract negotiation, supports audits and provides other contract related services as needed. Negotiates Non-Disclosure Agreements and Teaming Agreements.
The successful candidate will also participate in proposal review, preparation and pricing; perform contract review and acceptance; and assist in solving challenges related to risk, profit, special contractual provisions, and customer expectations.
The successful candidate must demonstrate strong interpersonal skills, exceptional written and oral communication skills; strong analytical skills with careful attention to detail; strong customer relations and team participation skills; and should be pro-active and decisive. This position reports to the Sr. Contracts Manager for the overall Fleet Sustainment Sector.
Duties and Responsibilities:
Manage proposals, awards, and contract changes and provide guidance on signature and approval authority, as needed.
Manage existing contracts to ensure compliance to contract terms, identify and seek adjustment for out-of-scope changes and mitigate risk areas.
Review, interpret, recommend, and negotiate contractual terms and conditions in accordance with company policy, legal requirements, and customer specifications for contracts/subcontracts with customer/vendor contracting personnel.
Develop, execute, and administer Non-Disclosure Agreements and Teaming Agreements.
Prepare contractual correspondence and documentation from pre-award through closure.
Support proposal activities including generation of contract and administrative volumes/data and pricing.
Solicit evaluate, and negotiate subcontractor proposals when Epsilon is the Prime to include price analysis.
Review contract/subcontract modifications and proposals for completeness, compliance, and accuracy.
Ensure compliance with all US Government contract reporting requirements and notify management of potential non-compliance and other problems that could have an adverse impact to the company.
Act as key liaison between program and customer and participate in Program Reviews with internal and external customers.
Participate in customer business management reviews, focusing on contractual issues.
Support internal functional customers with contractual issues and understanding of contract risk mitigations.
Provide guidance to the program team on the requirements within the contract (SOW, Data Deliverables, IP rights, reporting requirements, schedule, etc.).
Create and maintain Deltek CM Module records in support of assigned contracts.
Supports continuous improvement initiatives to enhance department and organizational performance and effectiveness.
Will be responsible to coach, guide, and mentor contract administrators and review their work to ensure output is of quality and in accordance with business objectives.
Required Qualifications:
Bachelor’s Degree in Business Administration or a related field.
Minimum 10 years of experience in Contracting Field-. All in federal government contracting is preferred.
Ability to obtain a security clearance.
Proficiency with the Federal Acquisition Regulation (FAR), DFARS and the development, negotiation, and administration of high-dollar, multi-year, complex contracts and subcontracts.
Excellent oral and written communication skills with the ability to interact at all levels of an organization (internally and externally).
Able to work expeditiously under time constraints.
Strong attention to detail.
Results oriented; working collaboratively and effectively in a fast-paced business environment.
Proficiency with Deltek Costpoint, Salesforce, Excel, Word, PowerPoint, Outlook.
Preferred Qualifications:
Demonstrated proficiency with Deltek Contract Management Module.
SDSU Professional Certificate in Contract Management (or progress towards) or equivalent.
