What You Will Be Doing:
Under general supervision, responsible for coordinating the procurement of products and services, researching, and sourcing potential vendors and maintaining processes and documentation consistent with internal and external requirements and HPSJ strategies. including intake, contract management, preparation for contract negotiations and preparation of purchase orders. Work is varied and moderately complex and requires a limited to moderate degree of discretion and independent judgment.

Essential Functions:

Intakes, reviews and prioritizes bidding and contracting requests.

Gathers, analyzes, and documents business requirements; includes determining technical impacts and collaborating with business partners to balance business and technical objectives.

Manages the pre-award process, including solicitation, document distribution and review; ensures timely completion and compliance with established procedures.

Analyzes bid, proposals, and quotes, including cost and price analysis; coordinates and participates in vendor evaluation meetings and provides recommendations to business partners.

Performs pre-negotiation planning activities on approval; works with Procurement team to draft initial contract terms and conditions.

Develops and prepares contracts and supporting documents for submission to internal stakeholders.

Ensures vendors submit properly executed Certificates of Insurance to mitigate risk.

Tracks contractual obligations and manages contract trigger events.

Develops and plans category supply strategies and conducts sourcing projects by engaging stakeholders and the required cross-functional resources.

Develops, maintains, and facilitates collaborative working relationships with internal and external stakeholders.

Develops and manages project plans, effectively communicates status and identifies and resolves issues.

Ensures that data, information, and documents are captured, recorded, stored, and reported in an accurate and timely manner.

Compiles, develops, and submits internal and external reports on procurement activities on a monthly, quarterly, annual, and as needed basis.

Assists in the resolution of purchase requisition, purchase order, invoice, and goods receipt issues.

Audits supply chain processes, including vendor relationships and purchasing trends, to identify opportunities for improvement.

What You Have:
Education and Experience
Required
-
Bachelor’s degree in business, supply chain or related; and
-
At least four years purchasing, procurement, contracting or sourcing; and
-
Experience using sourcing, procurement, or contract management systems; and
-
Project management experience; or
-
Equivalent combination of education and experience.
Preferred

Experience in purchasing, procurement, or sourcing for a public entity.
