IT Procurement Manager leads and manages all phases of the IT procurement function. Evaluates and identifies the needs of the organization and stakeholders.   • The Contracts & Procurement Manager is responsible for developing strategies that are innovative and cost-effective. This position will be responsible for drafting contracts, overseeing the Request for Proposal process and Supplier Relations and will source, engage, and negotiate with suppliers and vendors to secure advantageous terms. They also ensure accuracy of preparing bidding documents before conducting bids.

    The Contracts & Procurement Manager will work to achieve and exceed quality, control, and delivery performance across all procurement phases.


    Supervisory Responsibilities:

    • Provides supervision to the Contracts & Procurement Specialist.


    Essential Duties and Responsibilities:

    • Drafts contracts.
    • Prepares bidding documents.
    • Obtains & analyzes bids on products and services:
    • Compares bids from vendors and determines, or assists with determination, to whom contracts will be awarded.
    • Reviews cost proposals and pricing information.
    • Evaluates vendor proposals to ensure that all requirements are met.
    • Negotiates purchasing agreements with vendors.
    • Initiates and maintains vendor relationships:
    • Maintains database regarding vendors’ performance and quality of product(s).
    • Initiates and oversees the Request for Proposal (RFP) process.
    • Prepares and administers contracts and purchase orders with specific vendors.
    • Confirms the term and delivery dates are accurate.
    • Maintain contracts:
      • Managed with a cumulative list of dates, amounts, contact person, etc.
    • Maintains/updates Purchasing Policies & Procedures, including education of staff.
    • Supervises the Procurement Specialist and provides them with assistance when needed.
    • Performs other related duties as assigned.
    • Maintains confidentiality.
    • Must possess a valid Driver’s License from New York, or a contiguous state (i.e., Connecticut, New Jersey, Pennsylvania, and Vermont) OR Must have the ability to take ample public transportation to attend meetings in person in the community and in the office as needed.

    Education and Experience:
    • A Bachelor’s degree in Business Administration, Accounting, or related field is required.
    • Three years of experience in Contracts and/or Procurement is required.
    • Three to five years of experience leading or managing a team is required.
    • Extensive knowledge of contract principles and procedures.
    • Proficiency with the use of Microsoft Excel and other software products used for tracking the flow of information.
    • Absolute sense of integrity and personal commitment to serving people with I/DD and their families.
    • Excellent interpersonal, communication organization and demonstrated ability to manage multiple tasks simultaneously.
    • Ability to work autonomously.
    • Ability to set and meet deadlines.
    • Ability to work in high-pressure situations.
    • Technical writing skills required.
    • Excellent attention to detail.
    • Strong written and verbal communication skills.
    • Demonstrate professionalism, respect, and ability to work in a team environment.
