  • DEFINITION: Serves as a leader within a functional area of the Business Department, an information source on all procurement and warehouse matters and an expert in transactional and functional processes and procedures. This position is responsible for procurement, negotiations, contract development and contract administration of complex, high dollar procurements for services/goods including complex software and hardware purchases.

    ESSENTIAL FUNCTIONS:

    TASKS: THE LIST OF ESSENTIAL FUNCTIONS IS NOT EXHAUSTIVE AND MAY BE SUPPLEMENTED.
    • Maintain strict confidentiality to safeguard District and vendor privacy.
    • Manage and provide support to assigned functional area to include supervision and coordination of the activities of assigned staff; selection, evaluation, counseling, disciplinary actions, assigning tasks and reviewing results.
    • Primary procurement/purchasing/warehousing representative for escalated issues, staff development and developing new initiatives.
    • Primary procurement/purchasing resource to outside districts, state, county and city agencies.
    • Monitor and implement updated legislative changes pertaining to procurement and property management processes.
    • Ensure District compliance with the Uniform System of Financial Records (USFR), the Arizona Procurement Code, the Arizona State Retention schedule for disposition of records, and outside contract agreements (consortiums).
    • Ensure application of all Federal, State and local laws and regulations.
    • Interpret policy, procedure, and federal, state and local law as applicable to the business/procurement department.
    • Compile and analyze data and reports; implement process improvements based on data.
    • Manage and maintain the property management and procurement system to include process improvements, training, and data integrity.
    • Coordinate and manage all procurement processes, Request for Quotation (RFQ), Request for Proposal (RFP), Invitations for Bid (IFB), development of bid specifications/scope of work, development of contract language, evaluation of proposals, and selection of vendors/contractors.
    • Conduct bid opening meetings, training seminars, information sessions and high-level meetings.
    • Manage multi-year contracts, solicit quotes, bids, and RFPs as needed.
    • Creates and distributes reports for Federal and State agencies, District Administration and public information requests.
    • Establishes and maintains positive relationships with current vendors and prospective bidders and offerors.
    • Monitors contractor performance and provides guidance and direction to assist suppliers in maintaining/resuming satisfactory performance.
    • Answer questions and counsel administrators and employees on procurement rules and regulations.
    • Provide interpretation to employees of Governing Board policies and procedures as it relates to procurement and warehouse matters.
    • Maintain all pertinent active and inactive physical and electronic procurement records including an updated vendor and prospective bidder's file.
    • Create procedures to process procurement and warehouse procedures to ensure accuracy with quality control methods.
    • Work in conjunction with other Departments to ensure application of procurement laws.
    • Plan, coordinate, manage, and attend meetings.
    • Document processes and procedures; train and mentor employees as needed.
    • Attend and participate in meetings and trainings as required.
    • Assists Business and Finance Office Directors, Coordinators and other staff as needed.
    • Perform related duties as assigned.

    KNOWLEDGE OF SKILLS AND OTHER CHARACTERISTICS:
    Knowledge of Federal and State laws and regulations governing procurement and warehouse processes
    Knowledge of District policies and procedures.
    Knowledge of Uniform System of Financial Records (USFR)

    Knowledge of Arizona Department of Education Procurement Rules & Regulations
    Knowledge of Arizona Procurement Code Rules & Regulations
    Knowledge of procurement practices.
    Knowledge of word processing, spreadsheet and database software programs.
    Skill in conducting the bid and RFP process.
    Skill in compiling and maintaining information and data.
    Skill in organizing schedules and meetings and preparing documents and reports
    Skill in communicating with staff and the public effectively.
    Skill in following oral and written instructions.
    Skill in establishing and maintaining effective working relationships.

    PHYSICAL REQUIREMENTS:
    Work is performed in an indoor environment. Work requires frequent walking, standing, sitting, bending and lifting up to 20 lbs. May be exposed to infectious diseases.

    QUALIFICATIONS:
    Bachelor degree in Business Administration or similar field of study and two (2) years purchasing/procurement or supervisory experience in a public school or governmental business setting or equivalent combination of education and/or experience.

    Depending on the needs of the District, some incumbents in this class must be able to demonstrate fluency in both Spanish and English as a condition of employment.

    Salary: PNT-260, Grade I Hours per Day: 8 Days in Contract: 260 Start Date: 2023/2024 School Year
