    • Serves as a project manager through the full project life cycle processes of initiating, executing, controlling, and close-out on assigned projects.
    • Assists in the formulation, determination, development and implementation of policies, processes and process improvements of the FBC project management methodology and tool sets in accordance with industry best practices (e.g., PMBOK, CMMI).
    • Facilitates project and inter-project communications, risk mitigation and issue resolution, provides recommendations for decision making, and coordinates the implementation of solutions to address project needs.
    • Monitors and control project interdependencies and involve other project managers in the process. Participates with the FBC ISD management to resolve resource constraints and conflicts.
    • Collaborates with PMs to develop project documents, facilitate and manage the project initiation, monitoring and control processes to ensure projects are properly authorized and performance is in accordance with planned schedules.
    • Assess project risks and issues and recommends mitigation strategies, elevating through the project FBC governance structure for decision making and resolution as necessary.
    • Initiate documentation and briefings to support decision making and communicate project interdependencies, risks, and issues for the IT projects and portfolio.
    • Engage with the Stakeholders to ensure architecture standards (e.g., FBC SDLC), models, principles and guidelines are incorporated into project requirements.

    Qualifications

    Applicants must meet all qualifications and eligibility requirements by the 02/19/2024 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.

    Specialized Experience: One full-time year of Information Technology (IT) experience equivalent to the GS-12 level in the Federal service (or private sector equivalent) that demonstrates accomplishments of IT architecture, requirements management, and systems engineering across all phases of the project lifecycle. In addition, my experience includes planning, organizing, managing and monitoring efforts related to a project including: procurements, budgets, requirements, contractor deliverables, scheduling, resourcing, risk management utilizing Project Management Industry best practices.

    Selective Placement Factors: Applicants must possess all of the following.
    • Must be a current certified Project Management Professional (PMP) or FAC P/PM Senior level or Level III (NOTE: Failure to submit proof of certification will result in an ineligible rating.) or 5 years of IT Project Management working experience, this experience should be demonstrated in the resume.
    • Must have 5 years of Project Management working experience, this experience should be demonstrated in the resume.
    • Must have 5 years Information Technology working experience, this experience should be demonstrated in the resume. -AND-
