    JOB DESCRIPTION:

    Oversee Medicaid's implementation of Phase 1 of the Kentucky Analytics Platform Solution (KAPS). The Cabinet for Health and Family Services (CHFS) is working to operationalize a more data-driven service management and delivery posture. This position will oversee the realization of data centralization and analysis platform. This position is housed within the Department for Medicaid Services, IT Portfolio Management & Training, Medicaid IT Project Management Office.

    SCHEDULE:
    Virtual interviews will be conducted through MS Teams. The chosen candidate will be required to be onsite in Frankfort, Kentucky for their first two days for Onboarding then the position will be 100% remote.

    RESPONSIBILITIES WILL INCLUDE:

    • The coordination, planning and organization of Medicaid resources in support of systems development.
    • Working with resources from both the Office of Application Technology Services (OATS) and the Office of Data Analytics (ODA)
    • Ensure the technologies employed by the development team work effectively together and in accordance with CHFS and COT IT policies and procedures.
    • Monitor and track project risks, issues, and schedule.
    • Initiate, coordinate and document meetings with stakeholders.
    • Create and execute project work plans and revise as appropriate to meet changing needs and requirements.
    • Ensure project documents are complete, current, and stored appropriately.
    • Track and report team project status to sponsor(s) and stakeholders on a weekly basis, or as needed.
    • Create, facilitate and maintain cooperative team structure.
    • Facilitate team and client meetings effectively.
    • Keep project team well-informed of changes in project status, through regular status meetings and/or other methods.
    • Convey engaging, informative and well-organized presentations.
    • Resolve and/or escalate issues in a timely fashion.

    REQUIREMENTS:

    • Bachelor's Degree or other advanced degree, preferably in an IT-related field.
    • Must have experience managing large-scale, complex IT projects, preferably experience developing and implementing from start to finish.
    • Project Management Professional (PMP) or other similar certification is preferred, but not required.
    • Proven track record of successfully managing IT projects and collaborating across a wide array of business units and IT teams, including, but not limited to, managing issues, scope, quality, escalations and risks.
    • Experience in management of contracts for large-scale IT projects.
    • Prior IT work experience and knowledge of healthcare industry, preferably healthcare data systems or Medicaid.
    • Proficiency in Microsoft products, i.e., Project, Word, Excel, and SharePoint.
    • Experience in Visio and Azure DevOps.
    • Exceptional analytical and problem-solving skills.
    • Strong verbal and written communication and presentation skills, including the ability to communicate complex technical concepts clearly, especially to non-technical business partners.
