The IT Quality Assurance Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     The Department of Natural Resources (DNR) has an exciting opportunity within our Information Technology Division, Project Management Office (PMO) for an IT Quality Assurance Senior Specialist position.Responsibilities:
    The IT QA Senior Specialist works with cross-agency, cross-divisional, cross-disciplinary teams and directly with the PMO to ensure that system designs or modifications to agency applications and information systems and will work to meet business requirements and technical design specifications. This position defines, describes, and evaluates test objectives, priorities, and test goals that have long term effects on software quality including organizational, fiscal and technical dependencies.

    The systems developed, enhanced, and maintained at DNR are highly visible systems that have agency-wide, statewide, nationwide, and multi-agency impact. This position defines the test strategies and methodologies that are most likely to succeed for operational efforts and enterprise projects that are highly visible, highly complex and have wide-area impact. This position defines effectiveness, efficiency, and satisfaction metrics for testing, identifying opportunities for continuous improvement. Additionally, this position will provide expert level technical support and guidance to ensure that mission critical system defects and failures are resolved through comprehensive testing prior to deployment of any code/configuration fix to the agency’s production level environments.

    Design, develop, implement, update, monitor, communicate and enforce agency standards associated with software quality assurance.

    Assist in the designing, developing, implementation of software testing across the agency.

    Plan, design, develop, and execute tests for highly complex mission critical applications and information systems.

    Other Duties as Assigned.Required Qualifications: 
    • Bachelor’s Degree in Computer Science or closely related field
      AND 7 years of IT experience in business analysis, testing, or systems development.
      OR a combination of education and/or relevant IT experience.
    • Advanced knowledge and technical proficiency in software quality assurance strategies, methodologies, and processes.
    • Advanced knowledge and technical proficiency in development architecture and use of automated test tools as well as writing automated test scripts using a variety of scripting languages.
    • Advanced knowledge and technical proficiency of defect tracking tools and techniques.
    • Advanced knowledge and technical proficiency of test management tool(s) and techniques.
    • Working level knowledge and progressive experience with database technologies.
    • Working level knowledge of hosting environment variables, e.g. Windows Operating Systems (OS) and commands.
    • Demonstrated commitment to fostering and supporting an environment that honors diversity, equity, and inclusion and environmental justice practices.
    • Perform assigned duties in a manner consistent with applicable laws, regulations, and public records retention and requests are followed.

    Special Requirements and Conditions of Employment:
    • Work is performed almost exclusively in an indoor office environment. While in the office, incumbent usually does not come into contact with any hazardous substances other than standard surface cleaners, copier/printer toner and adhesives. May be exposed to hazardous materials and situations in working with fire suppression chemicals and computer equipment, electrical powered equipment and low voltage devices and may work in noisy environments, low light level conditions, small spaces or excessively hot or cold environments.
    • May require occasional travel to field offices within the state, and/or occasional travel for meetings and/or training.

    • Software and Application Testing Certificate of training completion.
      • Quality Assurance Institute (QAI)
      • American Society for Quality (ASQ)
      • International Software Testing Qualifications Board (ISTQB)
      • International Institute for Software Testing (IIST)
    • Experience working in a local/state/federal government environment where IT security best practices, policies, and procedures are required and audited, as well as having responsibility for developing, implementing, and enforcing these types of policies and procedures.
