Quality Assurance Manager
JOB SUMMARY: Responsible for conducting quality assurance reviews of program operations as required and for making recommendations for corrective actions to management staff.
DUTIES AND RESPONSIBILITIES:
- Maintains working knowledge of the statement of work, performance payment conditions, and performance goals. Facilitates compliance with contract provisions for each funding source.
- Evaluates current procedures and practices for accomplishing program objectives. Develops and implement alternative methods for the improvement of goals and objectives.
- Conducts quarterly risk assessments.
- Develops monitoring schedule and targets based on risk assessments results.
- Works with the program operations team to establish standards of excellence using qualitative and quantitative methods.
- Identifies best practices in centers operated by SERCO and communicates findings to SERCO management as well as throughout the SERCO network.
- Makes site visits to all workforce centers to perform assessments in terms of established standards. Identifies strengths and areas of need of each center.
- Develops corrective action plans for workforce centers when appropriate. Provides step-by-step written and oral guidance for achievement of excellence in the selected areas. Conducts or arranges on-site training as needed.
- Follow up on Corrective Action plans and ensures they are being followed or updates accordingly.
- Creates and maintains Continuous Improvement Teams at each workforce center and across the entire system of workforce centers. Facilitates team meetings, makes appropriate assignments, and monitors results.
- Identifies and develops resources to be used to support operations. Ensures that reliable resources and information is disseminated to staff.
- Manages a team of Quality Control Specialists
- Conducts oversight and management of team adherence to policies and procedures.
- Conducts follow-up in alignment with established benchmarks for each project. Determines attainment of goals and develops additional action plans when appropriate.
- Develops and submits site and weekly reports in support of program operations goals and objectives to SERCO management.
- Monitors sub-contractors and on-the-job training and work experience sites, if required, identify problem areas, and makes recommendations for corrective actions and improvements.
- Performs other work-related duties as assigned.
DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Excellent oral and written communication skills. Bilingual (English/Spanish) preferred.
- Excellent writing skills.
- Knowledge of Workforce Excellence Board and/or Malcolm Baldrige Award principles and standards.
- Knowledge of relevant federal, state, and local regulations affecting workforce center operations.
- Excellent communication skills. Bilingual (English/Spanish) required.
- Knowledgeable of business practices, administrative procedures, and personnel development.
- Knowledge of computer software and data systems.
- Must be able to travel within the service area.
EDUCATION AND EXPERIENCE:
- BA/BS degree from an accredited college or university with a major in education, business or public administration, or related course work. Master's degree is a plus.
- Five (5) years of experience working in business or community programs, with a minimum of two (2) years as a project or program manager.
- Extensive knowledge of workforce-related programs
- Knowledge of computer software and program reporting
SPECIAL REQUIREMENTS:
- Must possess and provide a valid Texas Driver’s License and Automobile Liability Insurance as required by the State of Texas.
- Must have access to reliable transportation in order to travel within the service area.
PHYSICAL DEMANDS: While performing duties of the job, the employee is occasionally required to stand; walk; sit; for long periods of time. The employee must be able to drive for extended periods of time. Employees must occasionally lift and /or move up to 25 pounds.
WORK ENVIRONMENT: Fast-paced, demanding physically and mentally, will be in constant communication.
