    The Water Quality program within the Department of Ecology is looking to fill an Industrial Permits Licensed Engineer (Environmental Engineer 3) position. 

     

    This position is located in our Southwest Region Office (SWRO) in Lacey, WAUpon hire, you must live within a commutable distance from the duty station.


    In this position, you will use your communication and technical skills to help explain water quality laws and regulations to wastewater treatment facilities, and administer water quality permits, in order to reduce impacts to surrounding waters.

    You will be responsible for managing industrial individual NPDES, state industrial user, and state groundwater discharge permits in the Southwest Region. One focus will be to reissue priority discharge permits which are administratively extended (are more than 5 years beyond the original issuance). As a licensed Environmental Engineer, you will administer state and federal water pollution laws, regulations, and permit programs for assigned industries as part of this role. You will review and approve wastewater treatment system engineering reports and may mentor unlicensed engineers.

    As a licensed engineer, you will help protect water resources by performing environmental engineering duties and providing regulatory oversight of industrial wastewater treatment facilities.

    As an Industrial Permits Licensed Engineer, you will:

    • Write industrial wastewater discharge permits (State & NPDES) for surface water, and groundwater discharges, industrial user (pretreatment) discharges to Publicly Owned Treatment Works, and industrial stormwater discharge permits.  
    • Review applications for permits, prepare draft permits and fact sheets, and solicit and respond to comments from permitted entities and the public. 
    • Derive permit conditions based on legal and technical requirements for discharge to state waters, including use of mathematical models for mixing zones, considering complex biological, chemical and physical properties of the discharge and receiving environment.  
    • Determine the best available technology that is economically feasible in order to treat industrial wastewater and stormwater.
    • Review Engineering Reports to assess design criteria and water treatment systems to remove pollutants from industrial process water, washwater, or stormwater.
    • Conduct compliance inspections for permit compliance; and provide technical assistance, when needed.

    Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

    • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
    • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
    Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

    Option 1: An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resources, environmental, chemical, mechanical or related field.

    AND 

    Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND three (3) years of experience in environmental engineering.

    Option 2: A Master's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resources, environmental, chemical, mechanical or related field.

    AND

    Registration as a professional engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington AND two (2) years of experience in environmental engineering.  

    Option 3: A Ph.D. with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resources, environmental, chemical, mechanical or related field.

    AND

    Registration as a professional engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington AND one (1) year of experience in environmental engineering.   

    NOTE: Requirements for professional registration as an engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.

    Special Requirements/Conditions of Employment: 

    • Professional Engineering License, State of Washington.  
    • Must possess and maintain a valid Driver's License.

    • One year of experience in wastewater treatment plant design and preparing or reviewing treatment system engineering reports for industrial or municipal wastewater treatment facilities.
    • Ability to apply negotiation and conflict resolution skills.
    • Ability to communicate complex technical issues to the public.  
    • Experience applying the principles and practices of environmental engineering design, industrial waste and stormwater treatment, laws and regulations governing environmental issues.
