Develops and provides related education to staff. Additionally, Infection Control Manager complies with state, federal and Joint Commission standards relating to infection control. Typically requires a bachelor's degree. Typically reports to a head of a unit/department. The Infection Control Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Position Purpose:

    The System Manager of Infection Prevention is responsible for the management, planning, development, implementation, evaluation/continuous improvement of the Sinai Health System Infection Prevention and Control Program across the entire care continuum. Collaborates with and makes recommendations to Sinai Health System’s leadership team to ensure compliance with regulatory agencies and assures facility-wide and departmental policies and procedures that comply with current Regulatory standards. Through strategic planning, expert leadership and consultation, manages the identification and implementation of infection control goals and objectives related to surveillance, data analysis and reporting, infection prevention and control practices that eliminate potential infection hazard for patients, physicians, staff and visitors, appropriate selection and usage of products and equipment related to cleaning, antisepsis, disinfection, and sterilization, facility design and construction. Manages and leads the development and implementation of educational programs designed to reduce or prevent infection. Assures compliance with all mandated regulatory reporting requirements including but not limited to Illinois Department of Public Health (IDPH), Chicago Department of Health (CDH), Center for Medicare and Medicaid (CMS). Provides infection prevention and control programs/services/committees which add value and are integrated with departmental, System, organizational business and clinical goals and objectives.  

     

    Key Job Activities:

    • Responsible for the management of the planning, development, implementation, evaluation/improvement of infection prevention and control services/programs that meet or exceed established standards/performance measures for quality and patient satisfaction, cost, employee quality of work life balance, physician/client department satisfaction, clinical outcomes, and regulatory compliance strategic goals.
    • Manages and leads the infection prevention and control services/programs across the continuum of care (primary, secondary, continuing care) and ensures that services/programs are of uniform and consistent value, quality, performance and cost throughout all departments and associated outpatient/satellite buildings.
    • Leads and manages the human resources management processes; provides supervision, progressive disciplinary process duties, and leadership to Infection Prevention staff; hires, promotes, demotes, manages, and evaluates staff performance and development.
    • Leads and manage surveillance activities and the monitoring, reporting and development of applicable intervention(s) for infection trends (e.g., National/Regional/ Divisional Indicators, Board Report, facility specific indicators, etc.) in the acute and ambulatory settings.
    • Leads and manages compliance with applicable regulatory requirements through interpretation of Regulatory Standards including investigation of disease outbreaks and exposures, surveillance and reporting including communicable diseases to the IDPH as required.
    • Leads and manages the provision/delivery of services/programs which meet identified needs of client departments.
    • Leads and manages multidisciplinary Infection Controls Rounds on units/departments to ensure compliance with Infection Control Requirements.
    • Leads and manages the development and implementation of evidenced-based interventions designed to reduce/eliminate the risk for Healthcare Associated Infections (HAIs) and/or disease transmission.
    • Leads and manages the development and review of Infection Prevention and Control Standards of Care Policy and Procedure manuals.
    • Collaborates and partners with the Operating Room Leadership, Sterile Processing Director/Manager provides expert leadership and knowledge to assure all sterilization and disinfection processes throughout the Medical Center Service Area follow all national standards.
    • Develops and maintains excellent, collaborative relations with key stakeholders/departments including but not limited to: Employee Health, Nursing, Perioperative, Perinatal, Emergency Services, Urgent Care, and various physician specialties.
    • In partnership with Infection Prevention staff and departmental managers develops, monitors and modified Infection Prevention and Control Program department specific goals/objectives as appropriate.
    • Acts as the Infection Prevention and Control liaison/consultant for Sinai Health System and/or delegates appropriate duties.
    • Maintains “expert” knowledge of standards related to accreditation and regulatory bodies, i.e., The Joint Commission, CMS, IDPH, CARF, and ACHC.  
    • Lead survey readiness activities that support continuous compliance with accreditation and governmental regulations, including voluntary, mandatory and contractual reporting requirements. 
    • Manages various department Infection Control corrective action items, ensure appropriate documentation, and determine the effectiveness of the actions.
    • Provides expert review and consultation for all facility construction/remodels as described in the Organization's Pre-Construction Risk Assessment (PCRA).
    • Serves as subject matter expert who assists medical center leadership team in internal or external disaster response/mitigation.
    • Develops and maintains effective communication with administrative/ management staff and physicians.
    • Together with the Infection Control Committee Chair, initiates and directs research projects and epidemiological investigations of significant clusters of infection or serious communicable disease concern and delegates appropriately to the ICP’s.
    • Develops, implements, and improves systems, methods, processes to evaluate/improve performance and quality outcomes/measures including internal/external public reported data for infection prevention and control services/programs throughout Sinai Health System
    • Participates in the preparation and response to emerging infectious disease threats and/or exposures.
    • Co-chair the Infection Control Committee and other Infection Control-related teams; Prepare agendas, meeting materials, minutes, and related correspondence.
    • Prepares reports on hospital acquired infections and presents these reports to the Infection Control and other committees.
    • Ensures compliance to organizational Infection Control training needs, processes, and other Infection Control regulatory directives are adhered to support the operations and requirements for business operations.
    • Creates, develops, maintains, and updates all Infection Control policies based on department and organizational needs.
    • Monitors for compliance with all policies, procedures, protocols, and other infection control program requirements.
    • Develops and implements infection control measures related to hospital personnel, hospital staff, for infection control purposes, includes all hospital staff, contract workers and volunteers.
    • Performs other duties as assigned.

     

    Education and Work Experience:

    • Bachelor’s degree in nursing, chemistry, biology, physics or related biological sciences health related field required. Master’s degree in public health, epidemiology, microbiology, nursing, or other public health field preferred
    • Minimum five (5) years of experience as an Infection Control professional required.
    • Minimum three (3) years of experience in an established infection prevention/control program in an acute care hospital including minimum two (2) years of program management/supervisory experience required.
    • Direct responsibility of the infection prevention and control programs/activities in a healthcare setting
    • Management and Supervisory experience required.

     

    Knowledge and Skills:

    • Experience Preferred in EPIC and MEDITECH software systems.
    • National Healthcare Safety Network (NHSN) expert.
    • Computer skills, including mastery of Microsoft Office products, data analytic software and modeling, electronic mail, and the worldwide web/ internet.
    • Ability to learn new systems software.
    • Self-motivated and continuous learning capability required. 
    • High-level analytic skill in the use of complex quality data in business/value development and the display of findings is desired. 
    • Excellent oral, written, “platform” and interpersonal communication skills.
    • Ability to work independently.
    • High degree of creativity in problem-solving.                                                         

    Certifications/Licenses:

    • Certification in Infection Control (CIC) Required

    BLOOD-BORNE PATHOGEN EXPOSURE CATEGORY:

      Category 1 - Job usually involves contact with patients or patient’s specimens.  Exposure to blood, body fluids, non-intact skin or tissue specimens, is possible.

      Category 2 - Job may expose incumbent occasionally or in emergency situations to blood, body fluids, non-intact skin or tissue specimens.

      Category 3 - Job does not involve exposure to blood, body fluids, non-intact skin or tissue specimens.  Incumbent does not perform or help in emergency medical care or first aid as a part of his/her job.
