Information Technology Director establishes, plans, and administers the overall policies and goals for the information technology department. Analyzes the needs of different departments and determines ways to meet business objectives by modifying existing or developing new information processing systems. Being an Information Technology Director manages the research and selection of IT equipment, applications, and supplies. Requires a bachelor's degree. Additionally, Information Technology Director typically reports to a CIO. The Information Technology Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. To be an Information Technology Director typically requires 5+ years of managerial experience. INFORMATION TECHNOLOGY DIRECTOR - Range 24 / EXE

    This is an executive position (no union affiliation) and serves at the pleasure of the Mayor of the Municipality of Anchorage.

    DEPARTMENT: Information Technology
    HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m. and as needed
    LOCATION: 632 W 6th Avenue

    The Chief Information Technology Officer directs the designs, develops and maintains systems, programs, and software to meet the needs of the municipality. Oversees and manages hardware/software, Municipality of Anchorage (MOA) telecommunications systems, security, archiving, retention schedules, as well as print and courier services. Assists in the development of strategic plans that support the information systems infrastructure goals. Evaluates and analyzes the department’s organization structure and recommends changes to enhance efficiencies. Maintains, oversees, and directs system disaster/recovery plans that include back up of servers and other systems. Responsible for establishing technology related standards and facilitates management of all technology resources. Evaluates the effectiveness of systems and the requirement with user groups offering solutions that enhance effectiveness. Recommends system applications and assigns resources to develop programs. Identifies and develops the capability to use new technology tools. Responsible for security of systems and applications and ensure compliance with federal regulations, state statutes and municipal code. Participates in the development, monitoring and controlling expenditures of the Information Technology (IT) budget. Manages and directs the activities of the employees and contractors of IT by setting goals, monitoring performance, and taking appropriate actions. Performs other related duties as assigned.



    Bachelor’s degree in Computer Sciences, Information Systems or a related discipline and ten (10) years of experience in the management of information systems in medium to large governmental organizations, which includes Enterprise Data Management, ERP solutions, and security and compliance management. In addition, must have experience supervising and managing highly technical staff and working collaboratively with the workforce and senior management.

    Master’s degree in Computer Sciences, Information Systems or a related discipline and eight (8) years of experience in the management of information systems in medium to large governmental organizations, which includes Enterprise Data Management, ERP solutions, and security and compliance management. In addition, must have experience supervising and managing highly technical staff and working collaboratively with the workforce and senior management. 

    Satisfactory Criminal Justice Information System (CJIS) background check within 30 days of hire.

    If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted background and financial check. A background check encompasses criminal history, verifying education, and verifying dates of employment.

    All required certifications and licenses must remain current for the duration of employment.
     
    Military Service Interview Preference:
    Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
     
    Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application.  Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment.  The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
