    JOB SUMMARY:

    This position is responsible for managing information technology activities and ensuring government's computers, networks, and information technology systems are efficient, functional, technically sound, and up to date.

    POSITION CONTEXT: This is a full-time position. The position is expected to work indoors and experience extensive contact with employees in person and over the phone. This position routinely handles confidential information. This position may require the ability to work hours outside of normal business hours, including evenings and weekends, as necessary. ESSENTIAL FUNCTIONS:

    ● Plans, coordinates, and implements computer information resources for all City Departments - providing for network security measures to protect data, software, hardware, data security and control, strategic computing, and disaster recovery.

    ● Coordinates the development and implementation of information systems to achieve City- wide goals, objectives, and policies with focus on providing city-wide computer hardware and software standardization and security.

    ● Meets with department heads, managers, supervisors, vendors, and others, to solicit cooperation and resolve problems.

    ● Maintains and administers computer networks and related computing environments including computer hardware, systems software, applications software, and all configurations.

    ● Consults with users, management, vendors, and technicians to assess communication resources, security equipment, computing needs and system requirements.

    ● Stays abreast of advances in technology.

    ● Prepares the Information Systems and Information Technology operation’s budget, including budgeting for City-wide security, information, and communications systems needs and assists in the forecast of additional funds needed for the systems maintenance for all City buildings, staffing, materials, equipment, and supplies; monitors and administers the approved budget.

    ● Develops management systems, procedures and/or standards for prioritizing projects, allocating resources, selection of systems, systems security protocol and evaluation of existing programs.

    ● Conducts needs analysis, research and in oral or written form, recommends hardware/software systems and application, which will interface with existing computer systems and comply with policy standards and user needs.

    ● Coordinates the development of specification, selection, acquisition, configuration, and information technology systems in such areas as financial software, human resources and payroll software, land management, geographic mapping, computer sided-dispatch, records management, and interdepartmental network systems.

    ● Negotiates and administers the final contracts for purchases of computers and peripheral equipment such as those related to wide and local area networks; equipment maintenance services; software; communications services; and computer consulting and/or training maintenance agreements and services.

    ● Analyzes technical reports and legislation; evaluates impact upon City operations; recommends and implements improvements/changes in equipment, policy, or procedures.

    ● Maintains all system hardware and maintenance agreements; maintains and monitors records on preventative maintenance; response and repair times on equipment failures; records on utilization, cost, and charges; and as required, resolves problem areas.

    ● Provides responsive ongoing support and training on City telephone and mobile cell phones and voice mail equipment and software; administers telephone and voice mail vendor contracts and services.

    ● Interprets and explains operation policy and procedures to other city staff and the public as needed.

    ● Maintains and updates City’s website.

    ● Performs data backups and disaster recovery operations.

    ● Diagnoses, troubleshoots, and resolves hardware, software, or other network and system problems, and replaces defective components when necessary.

    ● Configures, monitors, and maintains email applications or virus protection software.

    ● Operates master consoles to monitor the performance of computer systems and networks, and to coordinate computer network access and use.

    ● Designs, configures, and tests computer hardware, networking software and operating system software.

    ● Provides users with technical support for computer problems.

    ● Recruits, hires, trains, and supervises staff, or participates in staffing decisions.

    ● Evaluates data processing proposals to assess project feasibility and requirements.

    ● Oversees the security of City buildings including data, phone, video, and other systems necessary for monitoring security.

    ● Maintains files of inspections, re-inspections, consultations, quotes, and statements of repairs other required reports compiles status reports on specific assignments as requested.

    ● Participates in professional development activities.

    ● Attends City Council meetings and other scheduled City meetings/events as required.

    ● Maintains data as required by Department Head for management reports.

    ● Works in a safe manner and reports unsafe activity and conditions.

    ● Participates in and attends all City sponsored training as required.

    ● Performs other related job duties as assigned.

    KNOWLEDGE, SKILLS, AND ABILITIES:

    ● Knowledge of principles and practices of information technology systems used in a municipal government setting, including security needs, hardware, peripheral equipment, computer applications, telephone, and data communication systems.

    ● Knowledge of administrative principles and practices used in the development of organizational policy; program development, implementation, and administration; budgetary techniques and controls; and supervision of personnel is required.

    ● Knowledge of the principles and techniques of systems analysis, design, and programming.

    ● Knowledge of the techniques of systems analysis, network design and programming.

    ● Knowledge of the requirements and procedures for setup and minor maintenance of computer peripherals; and techniques for troubleshooting basic computer problems.

    ● Knowledge of basic municipal budget preparation and control.

    ● Knowledge of systems design and implementation in a database environment.

    ● Knowledge of teleprocessing security and communications networks.

    ● Knowledge of technical and user-related aspects of a personal computer environment.

    ● Skills in communicating in critical situations, orally and in writing with business, education, and community leaders.

    ● Skills in financial and other statistical analysis.

    ● Skills in creative and adaptive program planning design, implementation, maintenance, and evaluation.

    ● Skills in managing personnel through subordinate professional, management, or supervisory staff; and in working with others in both authority and non-authority relationships on a routine basis.

    ● Ability to maintain City standards of conduct, which includes being respectful of others, possessing cultural awareness and sensitivity, being flexible, and demonstrating a dedication to the position as well as to the community.

    ● Ability to interpret and apply complex technical information.

    ● Ability to establish policies for using, acquiring and/or maintaining heavy or complex machinery.

    ● Ability to create and guide implementation of capital improvement plans or programs.

    ● Ability to create plans for and guide implementation of new technology systems.

    OTHER JOB FUNCTIONS:

    Meets with departments to plan, coordinate, and schedule installations, repairs, and modifications of various systems and equipment; communicates with manufacturers and vendors for product information and technical advice on products.

    MINIMUM QUALIFICATIONS:

    · An associate degree in management information systems, computer science, information technology or a closely related field; bachelor’s degree highly preferred; and six (6) years of experience in network administration, information systems management or computer programming; and supervisory experience is preferred; or any equivalent combination of education and experience.

    · Must possess and maintain a valid Georgia driver’s license.

    ·Must provide and maintain a personal vehicle to use to conduct official City business which may include after-hours return trips.

    WORKING CONDITIONS/PHYSICAL REQUIREMENTS: · Duties are performed primarily in an office setting and will routinely transition from sitting to a standing position. Tasks will involve extended periods of time at a keyboard, workstation, and front counter. · The position will have frequent contact with others and may require prolonged periods of concentration and the ability to cope with numerous interruptions and changing priorities. Physical ability to hear ordinary conversation, such as questions from the public, as well as other sounds, such as the telephone ringing, etc. EQUIPMENT USED: · General office equipment including computer, scanner, printer, copier, and telephone.
