Information Technology Director establishes, plans, and administers the overall policies and goals for the information technology department. Analyzes the needs of different departments and determines ways to meet business objectives by modifying existing or developing new information processing systems. Being an Information Technology Director manages the research and selection of IT equipment, applications, and supplies. Requires a bachelor's degree. Under general supervision of the Board of Supervisors, manage all aspects of the computers and networking hardware and related software. Also develop and maintain the policies and procedures for appropriate and secure use of Ringgold County IT hardware and internet access.
The computer systems in some departments operate on a 24 hours per day, 7 days per week, 365 days per year basis. To provide these services, the IT Director will need to be available to address problems outside of the normal working days, which could include nights as well as weekends or holidays. The IT Director position is always on call to provide emergency support as needed to the Sheriff’s office. In addition, some IT maintenance and support functions must be completed after normal working hours so as not take critical systems offline during normal business hours.
Essential Job Duties and Responsibilities:

· HIPAA Security Officer
· Manages the IT operations
· Monitor computer operations
· Observe network operation and monitor networks for errors.
· Install or oversee installation of terminals, county employee workstations and printers throughout the networks
· Analyze county employee workstations and printer problems and take appropriate corrective action.
· When malfunctions occur on computer systems or on the network, identify the problem and implement an appropriate course of action including correcting the problem, or contacting computer maintenance or programming personnel.
· Setup county employee workstations, hardware and peripherals: install software on county employee workstations, respond to trouble calls, analyze problems with software and hardware and take appropriate action to correct problems.
· Assist users in a timely manner by responding to questions regarding computer hardware and software.
· Keep accurate records of hardware/software inventory and locations.
· Perform daily, weekly and monthly backups, and maintain magnetic media.
· Perform data entry when required.
· Work with vendors in the installation and update of software and hardware.
· Perform and/or monitor timely installation of software updates.
· Maintain a working knowledge of current technology trends and practices relating to County Government.
· Manage County E-Mail Accounts.
· Maintain and install user accounts.
· Order and maintain computer supplies.
· Prepare and manage a yearly budget.
· Install or oversee installation of wiring for network connections.
· Oversee and manage maintenance contracts on all County computer equipment including peripherals.
· Prepare requests for proposals and coordinate bids for data processing equipment and software when applicable.
· Make recommendations on the selection of data processing equipment and software.
· Attend schools and update classes related to computer hardware and software applicable to county use.
· Review County Insurance contracts and agreements to assure compliance with cyber-insurance requirements as applicable.
· Provide information and training to Departments and agencies regarding common cyberthreats and avoidance methods as requested by Department heads.
· Establish and maintain effective working relationships with all levels of government, elected officials, County staff, external users, state and local officials and agencies and vendors.
· Demonstrates adaptability to performing a variety of duties, often changing from one task to another of a different nature without loss of efficiency or composure.
· Responsible for demonstrating due care for the property, facility, and public information of the County and its departments.
· Attends and participates in County meetings, committees and training as needed.
· Manage emergency alert program.
· Manage courthouse security camera system.
· Performs other duties as assigned.
Knowledge:
· Knowledge with both Windows desktop and Windows Server operating systems
· Knowledge of TCP/IP networking, including installation, configuration, and troubleshooting
· Knowledge of Microsoft Office software and other common desktop software
· Knowledge of computer virtualization (Hyper-V, VMware)
· Ability to communicate technical issues with users
Preferred Minimum Qualifications - (Education and Experience):
· Post-Secondary Education preferred but not required
· Two years’ experience in IT field.
Physical Demands:
· Ability to sit or stand for extended periods of time.
· Occasional requirement to exert a force of up to 80 pounds.
· Daily computer use, including viewing computer screens and reading documents is required.
· Reaching, walking, kneeling, bending or other movements may be required.
· Required to work a non-traditional work schedule as projects necessitate.
