POSITION SUMMARY: Responsible for overall development, planning, organizing, managing, implementing and directing the organizations information technology (IT) functions for all facilities in the combined regions. Ensure the department provides efficient and effective technical support and provide administration direction and support for daily operational activities of the IT Department. Meets the organization's business needs, delivers optimal return on investment and maintains utmost security.
REQUIRED SKILLS/ABILITIES: Excellent computer skills in LANS/WANS, servers, database design, application and development. Exceptional oral and written communication skills, articulate and decisive. Must be organized and able to manage several projects simultaneously. Other skill sets include, but are not limited to, conflict resolution and analytical skills.
PHYSICAL AND ENVIRONMENTAL DEMANDS: Prolonged periods of sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at times. Visual acuity necessary for updating files and completing documents. Require frequent stooping, kneeling and crouching. Hearing and talking necessary to answer phone and converse with others. Work while walking, standing and sitting. Manual dexterity is required to perform computer functions.
SPECIFIC FUNCTIONS/TASKS/RESPONSIBILIITES:

Researches, recommends, and serves as primary interface with Information Technologies (IT) hardware vendors. Builds and maintains vendor relationships.

Oversees the tracking and inventorying of IT hardware assets.

Ensures the proper security and maintenance of agency data, security, and communication hardware.

Ensures the proper installation, support, and upkeep of individual and communal use computers, printers, copiers, fax machines, scanners, and mobile devices.

Ensures the proper installation, support, and upkeep of videoconferencing equipment and connectivity.

Software Management
-
Researches, recommends, and serves as primary interface with IT software vendors.

Ensures proper software licensing is obtained and kept current

Ensures that installation of new, updated, or upgraded software is done to vendor specifications

Ensures that data and network security is planned for and maintained.

Ensures proper software training and support (including "help desk" functions) are provided to all users.

Ensures software systems are HIPAA compliant and adheres to all federal and state laws and regulations.

Oversee the development, design and implantation of new applications and changes to existing computer systems and software packages.
Information Technology Department Management

Responsible for the recommendation of policies and procedures for the MIS Department

Serves as direct supervisor for any contract, full, or part-time IT employees. Recommends personnel actions, hire pay and performance evaluations.

Oversees the IT system of the corporation to insure compliance with internal needs and external obligations.

Develops and Maintains MIS policy and procedure handbook.

Monitors expenses associated with IT capital needs and department expenditures.

Maintains, and revises as necessary, the corporation's disaster recovery plan.

Ensures continuous delivery of IT services and monitoring of IT systems performance.

Manages the purchasing of all software, hardware and other IT supplies.

Initiates and implements improvements in all areas of IT.

Prepares any reports required for records maintenance and regulatory requirements.

Collaborates with staff in developing information systems and reports.
-
Coordinates special projects as directed.

Security and Privacy Oversight

Maintain security and privacy of the information systems, communication lines and equipment.

Develop review and certify all back-up disaster recovery procedures and plan.

Manages the information system to ensure effective and timely processing, storage and retrieval of information.

Miscellaneous Responsibilities

Meets productivity standards as assigned.

Facilitates all compliance-based data submissions within established deadlines.

Works cooperatively with all Inlet Health staff members and subsidiaries and contract entities to facilitate smooth corporate functioning.

Participates in regulatory visits by external entities as assigned.

Attends all mandatory in-service and other training/educational programs as required and attends all periodic meetings and/or trainings as assigned.

Provides well-grounded advice both proactively and reactively.

QUALIFICATIONS:

Must possess a Bachelor's degree in Business Administration, Computer Science, or Information Technology.

At least 10 years of experience in administration of information systems and technology, with increasing level of responsibility throughout. May substitute experience for education.

Must have a valid driver's license and insurable driving record.

Must be willing to travel between divisions regularly.
-
Must have references that report successful experience in desktop applications and network administration.

Must have references that report exceptional skills at self-direction, planning and organization.
-
Certifications in relevant platform and/or operating system applications.
-
Must pass all required background checks.
