Information Technology Director establishes, plans, and administers the overall policies and goals for the information technology department. Analyzes the needs of different departments and determines ways to meet business objectives by modifying existing or developing new information processing systems. Being an Information Technology Director manages the research and selection of IT equipment, applications, and supplies. Requires a bachelor's degree. Additionally, Information Technology Director typically reports to a CIO. The Information Technology Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. To be an Information Technology Director typically requires 5+ years of managerial experience. ASSISTANT CIO/ASSISTANT DIRECTOR OF INFORMATION TECHNOLOGY

  • This is an executive level position, which reports to the Chief Information Officer.  As a member of the information technology (IT) leadership team, this individual will assist in planning, developing and implementing a comprehensive citywide information technology strategy, will create and execute short-term and long-term plans and projects to be implemented within the architectural framework. The incumbent(s) in this classification are expected to act on behalf of the Chief Information Officer as required. 
    An incumbent in this classification is responsible for, but not limited to: assisting the Chief Information Officer in planning and directing the daily operation of one or more of the department’s divisions on a 24 hour, 7 days, and 365 days basis; assisting with planning, assigning and directing the work of subordinate technical, professional and clerical personnel; assisting with hiring, reviewing, and/or recommending termination of employees; assisting with  planning, developing, implementing, and managing the City’s information technology assets serving all departments; coordinating the preparation of divisional and departmental budgets; conducting and reviewing feasibility studies and implementing new procedures to improve effectiveness and efficiency of the department; assisting other departments in reviewing their business processes and recommending ways  to improve everyday operations utilizing automated systems; attending meetings and conferences with city officials and/or department directors to address information technology needs and requests; managing customer relations with IT users and delivering IT services to customers in accordance with Service Level Agreements; evaluating computer technology and recommending optimal mix of both hardware and software requirements for planned needs; assisting in the development of technical, operational, and security policy and standards; serving as liaison with other city departments, outside agencies and contractors; developing, implementing, and executing security, continuity and disaster recovery, and environmental safety measures; writing and evaluating procurement documents and legislation, conducting vendor negotiations and contract administration; presenting resolutions and ordinances to the City Commission; recommending and evaluating the purchase of hardware, software and services; creating RFP and/or bid specifications; managing programs and projects; writing and evaluating technology-related business plans and cost benefit analysis; administrating Capital Improvement Projects; preparing, conducting, and reviewing feasibility studies for major Information Technology projects; establishing work standards and training plans; and serving as liaison/consultant in the provision of information technology project management and consulting services to other departments and agencies; representing the Department at meetings with City Department and Office Directors, vendors, consultants and other local governments; and performing other related duties as required.
    • Bachelor’s Degree in Computer Science, Computer Engineering, or a closely related field.

    • Seven (7) years progressively responsible management and supervisory experience in Information Technology.

    • Master’s Degree and a professional certification such as:  Certified Government Chief Information Officer (CGCIO), Certified Public Technology Manager (CPTM), Certified Information Systems Security Professional (CISSP), or other equivalent executive level certification are preferred.
       
      OR
       
      An equivalent combination of education and experience beyond a bachelor’s degree in an aforementioned or closely related field.

      SPECIAL REQUIREMENT:
      Depending on the needs of the department specialized certification, licenses and experience with specific computer program languages, hardware and software may also be required.

Proof of education in the form of Bachelor's Information Technology, Computer Science, Business Management or a closely related field or higher.  Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted.  Audit/Academic reports are not accepted as substitutions for college transcripts.
    2. To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
    3. PREFERRED Proof of any of the following IT Certifications: Certified Government Chief Information Officer (CGCIO), Certified Public Technology Manager (CPTM), Certified Information Systems Security Professional (CISSP), or other equivalent executive level certification. 
     *Approved Credential Evaluation Agencies

    Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:

     

    • An accredited four-year college or university in the United States, OR
    • A current member of the National Association of Credential Evaluation Services (NACES), OR
    • A current member of the Association of International Credential Evaluators (AICE), OR
    • A recognized Professional Organization
