- Twelve (12) years of experience as a project and/or program manager on complex information technology projects involving multi-entity project teams and multi-million-dollar budgets, including managing requirements analysis, design, development, testing, and implementation activities as well as project management activities. At least three (3) years of this experience must have been at a managerial level.
The following degrees may substitute for the general experience as indicated:
A Bachelor’s degree in Information Technology, project management/administration, communications, or a related field and eight (8) years of the qualifying experience listed above with at least two (2) years of this experience at a supervisory or managerial level.
A Master’s degree may substitute as an additional year of experience.
Duties Description
Under the direction of an IES Project Director, the Technical Director will oversee and provide technical advice, guidance and support for the IES program. The incumbent will direct the establishment of functional and non-functional architecture, as well as technical specifications for IES programs and oversee application development, integration, and technical testing.
Daily Tasks Include:
- Oversee the development of technical architecture;
- Oversee system development management accountability through the System Development Life Cycle (SDLC) applications;
- Oversee establishment and implementation of systems ensuring adherence to standards required all IES components (children’s health insurance, food stamps, child care, etc.);
- Direct system design and development activities, ensuring adherence to functional and technical requirements;
- Develop test plan, including robust parallel testing strategy;
- Oversee execution of all phases of testing except functional and user acceptance testing;
- Manage IES Program security standards, ensuring compliance with federal and State requirements;
- Collaboration with ITS technical and operational leadership to ensure alignment on related standards and technical strategy;
- Provide recommendations to the Director of IES and ITS Executive, and assist with special assignments, as required;
- Coordination with stakeholders and State Executives;
- Adhere to IES management principals including leading by example, valuing the team, being effective and efficient, and communicating;
- Provide guidance to Technical staff and act as first point of escalation for Technical project risks and issues;
- Establish and maintain IES Technical Team to provide experience, guidance, leadership, management, and training related to resources, policies, procedures, tools and templates to support the execution of the IES Program and achieve the expected outcome;
- Develop overall IES Program architecture and development strategies, methodologies and standards;
- Establish work plans, coordinate staff assignments and manage staff workload.
- Promptly and appropriately address project and personnel issues
- Perform full range of supervisory responsibilities;
