INFORMATION TECHNOLOGY ASSISTANT MANAGER

  • General Statement of Duties

    This employee supervises the planning and development of an enterprise information security strategy and best practices in support of the enterprise's information security architecture. This individual collaborates with key business and IT leaders to develop security and business continuance standards and action plans, directs all security audits and tasks to ensure that the integrity, confidentiality and availability of information to end-users, is not compromised. Establishes strategy and direction for the enterprise's IT security related functions and is accountable for enterprise-wide security results. Employee coordinates assigned activities with other divisions, outside agencies, and the general public and provides highly responsible and complex staff assistance to the Information Technology Manager.

    This individual will manage a team but this is primarily a technical role within the division.

    Minimum Qualifications (KSAs)

    Knowledge of:
    Principles of municipal budget preparation and control.
    Principles of human resources management, supervision, training, and performance evaluation.
    Pertinent federal, state, and local laws, codes, and regulations.
    Principles and practices of business management, project management, and business process design.
    Network operating systems, network protocols, LAN/WAN hardware and design concepts, and networked systems management practices.
    Distributed data processing and client/server concepts.
    Application development and end user information system tools.
    Database management.
    Hardware components of mainframe, midrange, personal computers and mobile devices.
    Current trends in data processing and networking.
    Contracts for goods and services; vendor negotiation.
    General engineering public records, construction administration and/or geographic/ cartographic concepts and functions. Cloud hosted services (Software as a Service, Platform as a Service, Infrastructure as a ServceService) Cybersecurity methods and best practices.


    Skill to:

    Operate appropriate computer equipment; use properly all related hardware and software.

    Organize, prioritize and assign work tasks to staff.
    Read, understand and explain material from complex manuals.
    Understand and implement large amounts of technical information quickly.
    Prepare and administer budgets.
    Work in and lead cross-functional team groups.

    Assists in the organization, staffing, and operational activities for assigned areas of responsibility.
    Participates in the development and implementation of goals, objectives, policies, and priorities for assigned areas of responsibility and for the ETS or Department in general; recommends and implements resulting policies and procedures.
    Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
    Directs, coordinates, and reviews the work plan for assigned services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
    Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
    Meets with ETS or Department clients to evaluate their needs; participates on design and implementation project teams; participates in the design of new business processes and information system applications.
    Prepares and monitors the budget for assigned areas of responsibility.
    Maintains knowledge of current trends and new technologies in data processing, networking, and related areas.
    Develops requests for proposals (RFPs); negotiates contracts with vendors for products and services; procures hardware and software following City policies and procedures.
    Prepares reports as assigned; gives presentations as assigned.
    Assists those contacted in the course of duty in an effective, efficient, and professional manner.


    PROBATIONARY PERIOD:

    Twelve months

    SUPERVISION EXERCISED:

    Exercises direct supervision over professional, technical, and clerical personnel.

    Required Education and Experience

    TRANSCRIPT AND RESUME MUST BE ATTACHED, OR APPLICAION WILL BE REJECTED

    Each applicant must have three years of experience as a Computer Systems Analyst with the City of Cincinnati. Each applicant must also have a Bachelor's Degree from an accredited college or university in computer science/information processing, mathematics, statistics, quantitative analysis, or a related field.

    OR
    Each applicant must have eight years of experience in an Information Technology classification with the City of Cincinnati. Each applicant must also have an associate degree from an accredited college or university in computer science/information processing, mathematics, statistics, quantitative analysis, or a related field.
    OR
    Each applicant must have a minimum of five years of supervisory/management-level professional work experience in Information Technology. Each applicant must also have a bachelor's degree from an accredited college or university in computer science/information processing, mathematics, statistics, quantitative analysis, or a related field.
    OR
    Each applicant must have five years of experience within the information technology industry and two years of supervisory/management-level professional work experience. Additionally, each applicant must have a bachelor’s degree from an accredited college or university in computer science/information processing, mathematics, statistics, quantitative analysis, or a related field

    An equivalent combination of education, training, certifications, and military or other demonstrable experience that demonstrates required knowledge, skills, and abilities may be considered.


    OTHER REQUIREMENTS

    Must be an excellent communicator and team builder.
    Must pass security clearance.

    MILITARY EDUCATION & EXPERIENCE EVALUATION
    Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

    Working and Physical Conditions

    Environmental Conditions: Office environment; exposure to computer screens; noise from computer hardware components.

    Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; light lifting and carrying; general manual dexterity required.

    Health Insurance

    The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

    Eligible dependents include:

    Legal Spouse or Equal Partner
    Child (natural child, adopted child, and/or child who the group has determined is covered under a "Qualified Medical Child Support Order")
    Step-child
    Child for whom the employee or employee's spouse/equal partner is a legal guardian

    Basic Life Insurance

    A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees. Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

    Supplemental Life, Long Term Disability, Accident & Critical Illness Insurance

    Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.

    Flexible Benefits Plans

    Healthcare Flex Spending Account

    City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

    Dependent Care Flex Spending Account

    City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

    Transportation Expense Reimbursement Account

    City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

    Healthy Lifestyles Program

    City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

    Integrated Health Reimbursement Arrangement (HRA)

    This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.


    Retirement Plan

    The City provides a defined benefit pension plan for part-time and full-time employees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

    Deferred Compensation

    As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
