Information Technology Manager manages all IT activities in the organization. Implements and maintains the policies and goals for the IT department to support the company's needs. Being an Information Technology Manager ensures proper information system operations and plans necessary upgrades. Oversees the internal IT support function. Additionally, Information Technology Manager conducts research and recommends the selection of IT equipment, applications, and supplies. Requires a bachelor's degree. Typically reports to a director. The Information Technology Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Information Technology Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.     REPORTS TO:  Executive Director


    PAY GRADE: 18


    TAX STATUS: NON-EXEMPT


    INDIVIDUALS SUPERVISED: Information Technology staff - Computer Technician


    CASH HANDLING: None


    COLLECTION DEVELOPMENT: None


    CONTROL OF FACILITY:  On a daily basis, as needed.  Has a key to the building, server rooms,  and a code for the alarm system.  


    REPRESENTS JCL: At professional meetings as needed.  Serves on JCL Managers Committee, chairs the Technology Committee, and serves on other JCL committees as needed.

    DUTIES AND RESPONSIBILITIES 

    • Personnel – 10%
      • Hires and manages Information Technology staff, including the following: Network Administrator and Senior Clerk I
      • Manages information technology services operations 
      • Designates areas of responsibility as applicable and delegates tasks as appropriate
    • Network Administration – 15%
      • Installs, configures, and administers all servers and network devices including:
        • Web servers
        • File servers
        • Proxy server/firewall
        • Backup servers
        • Security services servers
        • And all other network related servers, routers, switches and hubs
      • Administers the automated system server
    • Hardware and Software Administration – 10%
      • Installs and maintains hardware and software for servers, PC workstations, and related equipment and peripherals
      • Performs technical support for all computer systems including servers, PC workstations, related equipment and peripherals, and VoIP phone systems
      • Performs computer repairs and replacement of parts as required
      • Coordinates technical support and maintenance/service contracts with vendors and manufacturers of hardware and software
    • Planning – 10%
      • Develops and implements policy and procedures related to technical operations
      • Develops and implements technology plan
      • Establishes technology based goals and objectives
    • Purchasing – 15%
      • Monitors current events, news and information technology based products/services and marketplace trends
      • Provides product/services recommendations
      • Writes technical specifications for technology based products
      • Makes product selections and recommendations
      • Acquisition, installation, configuration and administration of information technology products and services
      • Selection, testing and analysis of technology based products and services
    • Computer Security – 10%
      • Performs data backup and recovery
      • Monitors Spam prevention, anti-virus and spyware protection software
      • Monitors network activity, intrusion detection and prevention, and software updates and patches
    • Website development – 5%
      • Installs, sets up and configures web server software and related services
      • Assists Marketing Manager with website design and web page documents using HTML
      • Assists with creating formats and editing digital documents and images
      • Assists with the development and implementation of content 
    • Fiscal – 10%
      • Maintains budget for technology based purchases
      • Participates in budget planning
      • Participates in grant writing and management
      • Makes budgetary recommendations in the area of Information Technology
      • Files E-rate documents
    • Reporting – 5%
      • Authors written documentation and reports regarding the status of and progression of system wide technological development
      • Reports on the progress of technology based projects
      • Develops and maintains documentation that supports and promotes the ability to perform the responsibilities related to the position
    • Outreach  - 5%
      • Participates in community outreach programs pertaining to information technology
      • Establishes business relationships with other key information providers, agencies and organizations in Jefferson County that share the mission of providing technology based information services to the public
    • Other – 5%
      • Participates in educational/training opportunities to advance knowledge of computer systems and networks, and to learn about information technology based applications and services
      • Development and implementation of technology based training programs
      • Assists the Library Director and Assistant Director with Information Technology related tasks and duties as assigned
      • All other duties as assigned



    Minimal Requirements:


    • Bachelor’s degree or eight years related experience in library setting with progressively increasing job responsibilities, advanced knowledge of computers, office equipment, and building systems and equipment 
    • Legible handwriting and strong spelling skills 
    • Demonstrated knowledge of computers and job-related computer systems and programs
    • Ability to follow written and oral instructions
    • Ability to file both alphabetically and numerically
    • Ability to coordinate multiple tasks simultaneously
    • Ability to retain accuracy in repetitive tasks
    • Ability to perform detailed work in an organized manner
    • Ability to communicate clearly with members of the public
    • Excellent telephone manners
    • Flexibility in adapting to changes in a rapidly evolving work environment
    • Ability to assist in planning and implementing programs and services in assigned area of responsibility
    • Ability to assist in developing activities to meet goals, objectives and priorities in assigned area of responsibility
    • Must pass criminal records check


    Physical Requirements:


    • Ability to carry at least 15 lb. loads over 100 feet 
    • Ability to push a loaded book cart (approximately 50 lbs) a distance of 25 feet without stopping
    • Ability to stand for three-hour periods without sitting
    • Ability to use a step stool and to lift 2 lbs. overhead to a height of 7.5 ft. and to bend, stoop, kneel to floor
    • Ability to read 10 pt. type  
    • Ability to hear patrons in conversational voice at distance of 4 ft. and on the telephone
    • Ability to speak clearly and audibly to patrons standing at 4 ft. distance
    • Physical dexterity and ability to operate a computer keyboard, a touch-key telephone receiver and other office equipment


    Working Conditions:


    Saturday, Sunday, and/or evening hours may be required. Compensatory time must be given for all time worked over 40 hours in a week. Overtime requires advance approval from the Executive Director.
