    The Health Plan IT Manager plays a pivotal role in ensuring the efficient and effective operation of the Information Technology department within Umpqua Health. This position is responsible for overseeing the planning, development, implementation, and maintenance of all IT systems and infrastructure, ensuring they align with the organization's goals, regulatory requirements, and industry best practices.     Your Impact:
    • Develop and implement an IT strategy aligned with organizational business objectives and future growth plans.
    • Lead and manage a diverse team of IT professionals, including security, network, system administrators, and support staff, to ensure efficient departmental operations.
    • Establish and enforce IT policies, procedures, and standards to ensure data security, compliance, and efficient resource utilization.
    • Oversee IT project planning and execution, ensuring they meet quality standards, are completed on time, and remain within budget.
    • Maintain and optimize IT infrastructure, encompassing hardware, software, and networks, to support organizational operational needs.
    • Collaborate with external technology vendors and partners to evaluate and select solutions in line with business requirements and budget constraints.
    • Identify potential IT risks and develop mitigation strategies to ensure data integrity, availability, and confidentiality.
    • Ensure all IT operations and systems comply with relevant regulations, including HIPAA and other healthcare industry standards.
    • Manage the IT budget, ensuring cost-effective resource allocation and optimal fund utilization.
    • Stay updated on emerging technologies and trends in the healthcare IT industry, recommending innovative solutions to enhance organizational efficiency.
    • Create, execute, and manage the annual Health Information Technology (HIT) roadmap, defining priorities, allocating resources, and tracking progress towards HIT goals.
    • Collaborate with other operational departments, such as HR and Risk, often in a highly confidential manner.
    • Optimize data and technology usage to achieve company objectives.
    • Work closely with organizational operations, external vendors, and others.
    • Promote a strong customer service ethic to ensure timely and effective end-user support.
    • Recommend network enhancements and negotiate with outside vendors for hardware, software, and consulting services procurement.
    • Research and recommend new products, lead efforts to improve IT processes, and integrate technology solutions.
    • Partner with other business units to prioritize IT resources for application development and upgrades, including Financial Information System, CRM, Architectural and Design systems, and other data management systems.
    • Oversee all IT implementations and technical services provided by the IT department and contractors, including procurement, documentation, help desk, voice and data communication networks, computer program development, systems security, and computer system operations.
    • Ensure the integrity of electronic data, considering the organizational resource needs.
    • Keep leaders and others informed about work progress, identifying work problems and suggesting improvements.
    • Ensure disaster recovery plans are written, tested, updated, and implemented.
    • Maintain internal controls and procedures for information integrity, system reliability, data security, and appropriate storage and retention.
    • Responsibility for contractual deliverables related to Technology.
    • Explore emerging software and technology for integration into operations.
    • Provide limited user support during off-hours and weekends on a rotation schedule.
    • Facilitate conversations, agreements, and project workstreams with clinic and community partners regarding data collection strategy.
    • Analyze the effectiveness of the organization's computer and cloud-based systems, developing strategies to enhance IT productivity.
    • Analyze department needs, identify vulnerabilities, and enhance productivity, efficiency, and accuracy to support informed business decisions.
    • Recommend and advise the leadership team on initiatives to increase the ROI of the organization's information technology expenditures.
    • Perform cost-benefit analyses for potential computer system upgrades to inform purchase decisions.
    • Assist in providing orientation, education, and training sessions to end-users for new, existing, and modified computer systems.
    • Assist in the deployment, customization, and post-implementation troubleshooting of new systems.
    • Support and maintain network and computer system security through regular security tests and monitoring.
    • Stay current with the latest technological advances to ensure the organization uses the best available technology.
    • Undertake additional responsibilities within the employee's skillset as determined by the supervisor.


    Your Credentials:
    • Bachelor’s degree in computer science, information systems, or related field
    • 5-7 years of experience in IT management roles, with a strong focus on IT support and ITSM and supervision of staff., preferably in the healthcare or health insurance industry.
    • In-depth knowledge of infrastructure technologies, including networks, servers, databases, cybersecurity, and cloud computing
    • Proficient in Windows 10/11, Microsoft Office 365, and related software products
    • Advanced knowledge of healthcare regulations and compliance requirements.
    • Advanced project management skills, with a preference for Agile/Scaled Agile experience.
    • Experience with task delegation, performance evaluations, and fostering a productive and collaborative work environment is crucial.
    • Advanced technical expertise in data center operations, system administration, networking, and infrastructure management is essential.
    • Candidates should be well-versed in technology best practices, server maintenance, network protocols, and IT security.
    • Experience in overseeing projects related to data center upgrades, infrastructure deployments, or system migrations.
    • Advanced proficiency in latest technology for IT systems and management 
    • Advanced experience with IT strategic planning and policy development
    • Demonstrated success in managing all aspects of an Information Technology environment. 
    • No suspension/exclusion/debarment from participation in federal health care programs (e.g. Medicare/Medicaid).
    • Proficient computer skills, including MS Office suite.
    Preferred:
    • Master’s degree in information technology, Computer Science, Business Administration, or a related field.
    • Relevant certifications such as Certified Information Systems Security Professional (CISSP), Certified Information Systems Manager (CISM), or Certified in Healthcare Privacy and Security (CHPS).
    • Previous experience working in a Medicaid or healthcare insurance environment.
    • Demonstrated experience in successfully leading large-scale IT initiatives or transformations.
    • Proficiency in healthcare data analytics and business intelligence tools.
    • Strong familiarity with electronic health records (EHR) systems and healthcare interoperability standards.
    • Experience in managing and optimizing cloud-based infrastructure and services.
    • Exceptional interpersonal and stakeholder management skills, with a proven ability to collaborate with diverse teams and external partners.
    • Experience in vendor contract negotiation and management.
    • Proven track record of driving innovation and process improvement through technology solutions.
    • Familiarity with regulatory frameworks beyond HIPAA, such as HITECH, ACA, and other relevant healthcare legislation.
    • Excellent written and verbal communication skills, including the ability to communicate complex technical concepts to non-technical stakeholders.
    • Experience considering the impacts of the work on multiple communities, including communities of color, in technical analysis. 
    • Experience working on a diverse team.
    • Experience working with different communication styles.
    • Bi-lingual translation or translation capabilities.
