Inservice Training Director directs the overall design and development of training programs, curriculum, methods, and materials for various audiences, including employees, managers, customers, or other learners. Establishes a skill assessment process to collect input and identify training or development needs, goals, gaps, and requirements. Being a Inservice Training Director consults with subject matter experts to define learning objectives and to design appropriate course content and training curriculum. Ensures curricula designs support defined competency models or skill frameworks. Additionally, Inservice Training Director develops standards and methodology to prepare high-quality outlines, syllabus, lecture notes, and materials for in-person or online courses and self-study programs. Oversees and approves the selection of software or collaboration tools used for training. Establishes the appropriate metrics to use for the evaluation of training effectiveness. Analyzes outcomes to determine ROI and recommend changes to programs and budgets. Evaluates and selects vendors to provide support, training materials, or to conduct training sessions. Requires a bachelor's degree. Typically reports to a senior director. The Inservice Training Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Inservice Training Director typically requires 3+ years of managerial experience.     The Director of Training will be responsible for oversight of development, maintenance, and delivery of standardized nuclear safety, safeguards and security, enterprise learning and development, contractor acquisition university, programs and projects, eLearning and protective force training for DOE and NNSA Federal and contractor students supporting the mission of the DOE National Training Center. This position is not eligible for telework.

    The Director of Training is accountable and responsible for providing leadership and management to multiple training departments. This requires high levels of collaboration, integration across multiple groups and leadership teams, strength in quickly establishing trusted relationships, and exceptional judgement abilities. This role is also accountable for providing executive level program management and training analysis support to the General Manager. 

     

    Essential Duties and Responsibilities:

    • Contribute to mission growth, organizational opportunities, new technologies and efficiencies by providing leadership for strategic training initiatives.
    • Maintain strong working relationships – collaborate, consult, and partner with Federal staff and leadership teams across the DOE Complex to support successful execution of training.
    • Exercise informed judgement and leadership, and take appropriate actions as it relates to strategic initiatives, key projects and/or technology and operational training issues.
    • Effectively scope, lead, and manage training projects from inception through execution.
    • Analyze relevant training needs, and identify potential problems, proactively address issues and challenges and remove roadblocks.
    • Drive a standardization of excellence through efficient performance, issue status, and progress on initiatives among NTC training teams and other stakeholder teams through effective communication.
    • Provide technical guidance on qualification standards and associated training curricula to support DOE Federal qualifications.
    • Oversee all NTC training departments: Nuclear Safety, Protective Force, Enterprise Learning and Development, Safeguards and Security, Programs and Projects, eLearning, Contractor Acquisition University, Technical Qualifications, and Training Operations.
    • Review Training department budget forecasts for the NTC
    • Oversee training requests from DOE customers to ensure adequate resources are available to support additional training deliveries.
    • Prepare and deliver prime contract deliverables.
    • Ensure collaboration and communication between training departments and training support functions to ensure excellence in training development and delivery.
    • Act as the NTC contractor representative to the Federal Technical Capabilities Panel, EFCOG working Groups and other DOE programs supporting training efforts for the DOE-complex.
    • Ensure all prime contract requirements are met.
    • Ensure training departments receive the appropriate resources to carry out their missions.
    • Interact with the Department of Energy Contracting Officer.

    Qualifications

    Must be a U.S. citizen.

     

    Essential skills and experience:

    • Five (5) years or more in a supervisory or management position
    • Bachelor’s Degree from accredited college or university
    • Ten (10) years or more of experience in a DOE-related training environment
    • Strong intellectual capital, business judgement, training experience, and the ability to work independently in a dynamic ever-changing environment
    • Demonstrated ability to manage large complex projects and change efforts, prioritize work, and drive results through influence and professional relationships
    • Skilled in problem solving and conflict resolution
    • Ability to assess issues, challenges, and topics quickly with a track record of getting up to speed and adding immediate value to new projects and initiatives
    • Strong leadership and collaboration skills, excellent consulting and communication skills, strong yet practical project management skills - with a willingness to continually embrace personal and professional development
    • Exceptional skills in and an ability to co-create and work collectively with various DOE leaders and other stakeholders
    • Experience leading and navigating large, complex initiatives and projects, including successfully building, maintaining, and managing relationships with executives and other key stakeholders
    • Broad executive level thinker with the ability to relate new trends to enterprise strategies and opportunities; manage with integrity, leadership presence, and the confidence necessary to influence at all levels within and across organizations

    Valued but not required skills and experience:

    • Previous experience at the National Training Center (NTC) is strongly preferred
