Installation & Maintenance Technician Manager manages the installation, maintenance, testing, troubleshooting, and repairing of switches, cables, and other telecommunications equipment in the field to ensure optimum network usage and quality. Ensures compliance to customer specifications and company requirements. Being an Installation & Maintenance Technician Manager ensures all functions are completed on time and within budget. Coordinates the scheduling of installation and maintenance services. Additionally, Installation & Maintenance Technician Manager provides and evaluates training for installation and maintenance technicians. May require a bachelor's degree. Typically reports to a head of unit/department. The Installation & Maintenance Technician Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes. To be an Installation & Maintenance Technician Manager typically requires 5 years experience in the related area as an individual contributor. 1 to 3 years supervisory experience may be required.   • Duties

    • Responsible for overall management of the DMWR NAF Support Division.
    • Provides policies and guidance to ensure attainment of the established objectives of the division. Performs as the liaison and coordinates programs with AAFES and other garrison agencies.
    • Provides leadership and supervision. Communicates mission and organization goals to subordinates. Applies knowledge of programming, planning, and budgeting and long-range MWR resources.
    • Directs, develops, and administers plans and procedures; and implements regulations to ensure functions are carried out in accordance with governing laws, policies, regulations, and professional standards of service.
    • Directs and develops finance and accounting operations. Maintains accounts. Establishes current and long-range programs. Prioritizes programs and projects in terms of user needs and affordability.
    • Reviews and evaluates progress of program plans. Analyzes statistical variance data and budget reports. Measures established program performance standards. Observes and evaluates subordinate activity for effectiveness of leadership and operation.
    • Meets with program/activity managers, coordinates the implementation, and approves plans to meet the garrison objectives and goals by functional area.
    • Establishes and maintains internal control and audit procedures to ensure that personnel and funds are used in accordance with governing regulations.
    • Serves on a variety of activity councils to keep informed of operations and/or to coordinate programs and requirements.
    • Serves as the garrison focal point for DMWR Support Management policies and practices. Maintains liaison with off-installation civilian and/or military related social and special service-related organizations.
    • Performs other duties as assigned.

    • Incumbent must fil a Confidential Statement of Affiliations and Financial Interest in accordance with the requirements of AR 600-50.
    • Incumbent may be required to complete a Tier 1 background investigation for a Common Access Card for physical access to federally - controlled facilities.

    Qualifications

    Qualification Requirements:
    • Work Experience directing/managing one or more DMWR Support Management programs for a Garrison, or similar civilian community, for at least one year.
    • Knowledge of programming, planning, budgeting, and long-range planning.

    Highly Preferred:
    • Three (3) years of supervisory experience managing Non-Appropriated fund (NAF) civilian personnel.
    • Three (3) years or more experience with Non-appropriated Fund (NAF) budget planning and execution to include Capital Purchase and Minor Construction.
    • Three (3) or more years of experience with NAF procurement, NAF financial management, personnel management, and inventory control.
    • At least one (1) year of work experience directing / managing one or more DFMWR NAF Support Services (Marketing, Financial Management Branch, MWR IT Support, etc.) programs.
