    Position Summary:
    The Director of Research and Impact leads research system development and implementation in Educator Talent to ensure the continuous improvement of our initiatives and processes. The Director assists the Associate Commissioner by providing deep customer service to the field, and by implementing the agency's legal requirements regarding division initiatives and required reporting. The Director also ensures alignment to the agency's mission, vision, strategic direction, objectives and goals ensuring accountability and consistency within the division and across the agency. The Director is a visionary leader who spearheads innovative approaches in presenting workforce information within the education sector. The ideal candidate will leverage novel ideas to drive research initiatives, ensuring the delivery of impactful insights that inform educational strategies and policies. The Director is a strategic thinker with a passion for exploring new methodologies and technologies to enhance the understanding and utilization of workforce data in education.

    Major Duties and Responsibilities:
    -Leads and directs the development and implementation of the Colorado Department of Education's (CDE) Educator Effectiveness and Educator Preparation System of Accountability pursuant to Colorado state law and federal educator preparation requirements.    
    -Leads and directs the educator preparation data collection and reporting on behalf of the Division of Educator Talent and in conjunction with the CDE data analyst, the Department of Higher Education (DHE) data team (SURDS data), the CDE office of information management services (IMS), and the CDE office of data services (HR Collection).
    -Prepare reports, executive summaries, and presentations of the accountability system - highlighting opportunities and challenges that can be acted upon by CDE, DHE, individual educator preparation entities, and legislative bodies (if appropriate).
    -Design, implement and report on educator workforce program evaluation activities as required by Colorado state law for summative purposes and as needed by Educator Talent and CDE for formative purposes.
    -Provides direction and support for research activities within Educator Talent and from external collaborators such as regional education laboratories, research organizations, universities, and others.
    -Manages and approves data requests,  including CORA requests, regarding educator talent in conjunction with external stakeholders and internal team members, including, but not limited to, the Educator eLicensing and Enforcement team, Educator Licensing,  Educator Development, IMS and CDE data teams.
    -Understands and leads staff in the transition to R, ArcGIS and Qaultrics analytics.
    -Serves as back-up to the Business Intelligence Analyst for maintenance of GIS maps.
    -Supervises, coaches, and mentors the members of the Research & Improvement team within the Educator Talent Division.
    -Supports the director of educator development and the associate commissioner with educator preparation and development authorization and reauthorization reviews as needed.
    -Advises on, and at times, leads, the development of educator effectiveness and educator preparation and licensing rules and content assessments, including content assessment review, translation of state law and federal requirements, physical rule development, rule reviews, stakeholder feedback, legislative presentations, and state board of education presentations.
    -Establish, lead and manage process for responding to and investigating complaints or requests for specific review of district’s evaluation systems including technical assistance for appeals by working with districts that may be found to be out of compliance with SB 10-191 to assist them in addressing deficiencies and improving their educator evaluation systems pursuant to SB 13-1257.
    -Work in close collaboration with the Colorado Department of Higher Education, the Colorado Consortium of Deans of Education (CCODE), educator preparation entities and faculty, Boards of Cooperative Educational Services (BOCES), as well as state and local legislators to facilitate feedback and communication and provide support as it relates to educator preparation and educator talent.
    -Maintains the unit webpage, guidance documents and other resources, and provides suggestions for rule making based on continuous improvement of the educator effectiveness work at the state and district level.
    -Regularly reviews, digests, and implements Colorado Revised State Statue laws and Board of Education policy as it pertains to the requirements for the Educator Talent Division initiatives and seeks clarification, in collaboration with the direct supervisor and possibly the Attorney General's Office, as needed. May engage in direct legislation and policy fiscal review and testimony, as needed or directed by supervisor.
    -Oversees, analyzes and thinks critically about work flow and client services for the research system.
     -Maintains protocols and best practices and recommends organizational and system changes for improved efficiency and economy, and measures which assure the continuing accuracy and equity of research and impact unit decisions.
    -Effectively and consistently develops project management plans in order to communicate with all team members, the field and other stakeholders and ensures deliverables are met satisfactorily and on time.
    -Where possible, resolves conflicts between client expectations and statutory/regulatory requirements.
    -Recognizes and anticipates barriers and obstacles to mitigate in order to achieve time lines and ensure goals are met.
    -Participates in Educator Talent leadership activities that contribute to the achievement of goals and objectives and evaluates operational performance of the unit in collaboration with all other leadership team members.
     -Supervises classified and at-will employee work schedules, leave, and overtime compensation – within the budgetary constraints of the unit.
    -Meets with and/or prepares notices and communications to appropriate higher education and BOCES personnel, school district hiring officials, and representatives of professional organizations to discuss and/or inform of official changes in research and impact initiatives.
    -Attends pertinent state and national meetings at the direction of the supervisor.
    -Monitors and recommends as needed inventory of all materials, equipment and supplies necessary for the daily operation of the work unit and requests replenishment of supplies, as needed and in accordance with the unit budget.
    -Prepares and submits all personnel growth plans, evaluations and disciplinary actions for review and approval by direct supervisor.
    -Other duties as assigned

    This is a hybrid role, with travel up to 15%MINIMUM EDUCATION  AND EXPERIENCE  REQUIREMENTS: 
    Requires graduation from an accredited college or university with:
    -Advanced educational or equivalent degree; Ph.D. or Ed.D. preferred
    -Minimum of 5 years in higher education or in a research-based complex organization
    -Demonstrated experience in qualitative and quantitative statistics required

    Five years of professional experience in leadership position(s) of complex state, federal or large education or research organization(s) with proven examples of substantial data and research management and project management experience. The five years of experience must also demonstrate the following:
    -Two years of experience successfully leading and supervising others
    -Five years of professional experience working in a complex environment driven by legislative or governing policy

    This position requires the following knowledge, skills and abilities:

    -Demonstrated ability to make connections across multiple projects to ensure consistency and connectivity
    -Understanding of teacher preparation and /or state education department role and functions (preferred)
    -Basic SQL and data warehouse structural knowledge and concepts and is facile at learning new technologies
    -Ability to set and manage short and long-term planning goals in a complex, ever-evolving environment
    -Ability to interpret and apply department policy and state and federal laws, rules and regulations
    -Advanced leadership abilities including demonstrated ability to build and maintain strong and effective work teams
    -Ability to work corroboratively with others
    -Excellent oral and written communication skills, using proper grammar, punctuation, spelling, style and tone
    -Intricate knowledge of the education landscape in Colorado, state government and Board of Education role
    -Ability to multi-task and respond to changing priorities and work in a fast-paced, action oriented environment
    -Exceptional interpersonal and communication skills
    -Ability to analyze information and develop a coherent strategy
