    Job Description

    PURPOSE

    The Director of Planning & Institutional Research reports to the Associate Vice President of PAIRS (Planning, Analytics, Institutional Research, & Strategic Initiatives). The PAIRS department is composed of three units including Reporting, Analytics, and Research. The Director will collaborate with administration, faculty, and staff to foster a culture of data-informed decisions and continuous improvement while ensuring service excellence. The successful candidate will be a proven project manager, capable of coordinating multiple projects at one time, fostering relationships across administrative and academic departments, and knowledgeable of state and federal reporting requirements.

    DESCRIPTION

    Functional Area 1: Compliance Reporting

    Percent Effort: 35

    Provide leadership and oversight for integrated institutional research functions.
    Prepare and submit key institutional, system, state, federal, and regional/programmatic accreditation reports including IPEDS, NC-SARA, THECB, LBB etc. in a timely manner.
    Prepare and submit data to external constituents including common data set and college guide publications (US News & World Reports, Peterson's, etc.).
    Interpreting state and federal regulations as well as monitoring state and federal reporting changes.

    Functional Area 2: Data Management

    Serve as a liaison between PAIRS and data owners across campus.
    Provide technical expertise and consultation regarding university planning, grant development and reporting procedures.
    Collaborate with Information Technology and data owners as changes occur within state and federal reporting to address changes needed within university applications (e.g. Banner, Workday, Interfolio, etc.).
    In collaboration with Information Technology, review Banner releases and assist with testing and validation for new releases as they pertain to compliance reporting.
    Manages and updates GTVSDAX settings for THECB reporting (e.g. CBM00B, CBM008).
    Make recommendations on specific project implementation strategies and timetables to management.
    Collaborate with project leaders, staff, and administrators to develop work plans and time schedules for projects including outlining phases, identifying personnel, and computing equipment requirements.
    Develop, document, and revise system design procedures, test procedures, and quality standards.
    Establish the standards and processes used to review and analyze documentation. Coordinate, review, and approve documentation for multiple functional areas including PAIRS.
    Guide and assist with the identification and analysis of current system requirements (structure, resources, processes, and policies).
    Participate in root cause analysis in order to recommend system/product enhancements or other appropriate actions to improve productivity for both the business units and IT.
    Lead the testing of reports and scripts across multiple functional areas that have reporting compliance components within their functional areas including PAIRS.
    Develop and facilitate data literacy training and other data-related professional development strategies.

    Functional Area 3: Personnel Management

    Percent Effort: 20

    Provide overall leadership & direction for assigned staff within a telework environment.
    Participate in the administrative processes for human resource actions (hiring, professional development, promotions, terminations, disciplinary procedures, and salary adjustments) to maintain a skilled technical and customer service-oriented staff.
    Set expectations & focus, assign duties, delegate responsibilities, evaluate activities, etc.
    Provide ongoing performance feedback, goal setting, and development plans for staff. Provide timely communications to staff.
    Plan for future staffing needs within the Reporting unit in collaboration with the AVP of PAIRS.
    Assist with the management of the overall budget for the unit.

    Functional Area 4: University Support

    Percent Effort: 10

    Act on behalf of the AVP in their absence.
    Design, plan, and conduct reporting activities such as comparative benchmarking and rankings analyses.
    Extract, verify and manipulate complex data sets, perform statistical analysis of data, interpret results, and organize insights into meaningful and actionable reports for internal and external constituencies.
    Manage the integrity of official longitudinal data within SQL server in collaboration with the AVP of PAIRS and Analytics unit.
    Supervise collegewide surveys including administration, analysis, and the dissemination of results.
    Provide support to administrative and academic areas for strategic planning processes.
    Serve on university wide committees.
    Perform other duties as assigned.

    QUALIFICATIONS

    Bachelor's degree in social sciences such as Psychology, Sociology, and Public Administration, education, or related field.
    Ten (10) years' related experience including five (5) years' or management experience.
    Broad and thorough knowledge of institutional research and assessment processes, state and federal policy, compliance processes, campus/system interactions, and enterprise software systems.
    An awareness of trends within the field of institutional research and the ability to assess how future changes may affect an institution.
    Excellent communication, analytical, facilitation and negotiation skills.
    Strong critical thinking and problem-solving skills, ability to work under pressure, balance competing requests, prioritize appropriately and maintain strong customer service and team focus.
    Technical proficiency in Microsoft Office Suite (Teams, Word, Access, Excel, PowerPoint, and Outlook).
    Able to write simple and/or complex queries from a SQL database (e.g. Oracle) in order to extract, prepare, and analyze data for reports.
    Ability to work with sensitive data and information while maintaining confidentiality.
    Ability to work in a virtual environment.

    PREFERRED QUALIFICATIONS

    Master's degree or higher in social sciences such as Psychology, Sociology, and Public Administration, education, or related field.
    Knowledge of and experience with external data sources including THECB (e.g. Almanac, etc.), National Student Clearinghouse (NSCH), and IPEDS Data Center.
    Knowledge of and experience with university external reporting requirements of the Texas Higher Education Coordinating Board (THECB) and US Department of Education (IPEDS).
    Experience with student information systems (e.g. Banner).
    Experience with statistical software such as SPSS or SAS.
    Experience with business intelligence tools such as Power BI or Tableau.
    Experience with survey software such as Qualtrics or SurveyMonkey.

    SALARY:
    $87,000-$90,000/Annual
